Summary

The incumbent serves as the Branch manager for the Office of Airports, Airports Financial Assistance Division, Financial Policy and Passenger Facility Charge (PFC) Branch (APP-510).

Responsibilities

Incumbent oversees financial analysis, financial policy, guidance formulation, and direction for the PFC Program and several other key financial processes including portions of the Airport Improvement Program (AIP) such as Benefit Cost Analyses (BCA), Letter of Intent (LOI) reviews, airport competition plans, and related policy considerations involving financial analysis related to airport planning and infrastructure funding policy.

Provides professional direction and guidance to the staff. Manages the development of guidance and operating procedures for PFC and assigned elements of AIP administration. Responds to inquiries from external and internal agencies about eligibility, limitations, scope, purpose, and intent of specific programs or program revisions.

Prepares reports and briefing materials for senior-level meetings with elected and appointed officials on controversial matters related to AIP, PFC, BCA, LOI and other key program areas. Ensures accuracy and defensibility of statistical and financial analyses, background data, and programming criteria.

Communicates and maintains close and continuing contact with key representatives of both internal and external customers to include employees; managers, union representatives; other Federal agencies; State and local government; airport owners/sponsors; airport consultants; aviation associations and general public in airport related projects with AIP and PFC and other airport financial matters.

Provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision-making across the organization.

Researches and develops Office of Airports (ARP) opinions on matters of FAA airport funding programs, including PFC and AIP eligibility. Expertise includes the interpretation of laws and regulations; the development of national policy and guidance; and the provision of technical advice on approaches to PFC and AIP eligibility issues, and other airport financial matters.

Exercises supervisory responsibilities to include strategic planning, communicating the organization's vision and objectives; setting priorities; establishing budget and contract management, assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.

Evaluates impacts of various policy and financial scenarios from related programs, e.g., AIP, National Plan of Integrated Airport Systems, Facilities & Equipment, etc. on the FAA's ability to fulfill safety, capacity and environmental initiatives.

Provides guidance and information to other Branch personnel, ARP employees, other FAA lines of business, and external entities regarding Branch operations, policy interpretation, and response to general inquiries.

Provides technical expertise within FAA Headquarters, regional and district offices; other elements of the U.S. Department of Transportation; other government agencies; Congressional staff; state aeronautical agencies; aviation industry associations; individual airport operators; other individuals and organizations on a national, state or local basis.

Analyzes and assists the Office of Chief Counsel with complex and controversial proposals for AIP, PFC, and other airport funding issues to ensure consistency with applicable legal and policy requirements and ensures technical validity, compliance with laws, regulations and policies and national quality control.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is define as:
  • Direct technical or management-level involvement in processes related to determining project funding eligibility and justification consistent with federal financial program requirements; AND
  • Experience in preparing reports, briefings and detailed documents for presentation to high level government officials, external entities, congressional staff, or other similar high level officials.
