Summary

As a Category Manager, you will serve as a Senior Level Community and Outreach Manager for the PMO for Government-wide Category Management Intelligence, fully engaged in category management.

This position is located in GSA's Federal Acquisition Service, Office of Enterprise Strategy Management; 1800 F. Street NW Washington DC

Responsibilities

In this position, you will develop strategies to increase stakeholder engagement by working closely with senior executives in the category management community, Federal agencies, the Office of Management and Budget, the acquisition community, industry and internal GSA/FAS stakeholders.

You will be responsible for the following duties:
  • Serves as a technical expert, develops comprehensive high-level strategic communications plans and content for the Government-wide Category Management (CM) Program, which assists in ensuring engagement in the government-wide program, its initiatives and agency and industry engagement.
  • Works closely with analysts across the Government Wide Category Management Program Management Office and with the category teams to understand the strategies to determine the most effective messaging and outreach efforts that can be utilized.
  • Serves as a recognized and respected authority and spokesperson on a diverse range of issues related to category management, as well as more widespread issues affecting the substantive agency mission in which his/her expertise is often sought due to extensive knowledge and experience in one or more program areas.
  • Serve as a key liaison and engages with Senior internal and external stakeholders. In this role, acts as a change agent to encourage and drive category management principles and practices throughout FAS and Government-wide. Manages the intersections of related FAS categories/subcategories and build coalitions resulting in synergistic solutions.
  • Provides expert advice to Senior Leaders to generate and develop new category management program components and to explore state of the art in efficiency and effectiveness for program operations
  • Uses communication best practices for concise and customized messaging on the Government Wide Category Management program mission, vision, priorities, strategy, performance management, and continuous process improvement for identified target audiences.

If selected, you must meet the following conditions:

The GS-15 salary range starts at $137,849 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is experience serving as a category management executive or senior advisor, with responsibility for leading and managing a category management function that is nationwide, agency, or government wide in scope. This experience must have included responsibility for ALL of the following:
  • Development of comprehensive high-level strategic communications and outreach plans and content for a major program such as the Government-wide Category Management (CM);
  • Providing sound and authoritative guidance and analysis of category management principles, program standards, processes and guidance;
  • Interpreting and applying CM principles, methodologies, policies and/or regulations governing the acquisition of goods/services in the Federal government and/or private sector;
  • Fostering and promoting the adoption of category management policies, procedures and practices throughout CM stakeholder community;
  • Planning and execution of the overall strategy for the category management initiative; and
  • Identifying leading industry best practices and leading collaboration with industry and subject matter experts to develop optimal solutions to complex supply and acquisition issues.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:
  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of category management processes, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the program.
  • Knowledge of best practices in category management, spend management methods, CM tools, contractual and commercial models, and effective stakeholder management practices.
  • Knowledge of complete change management discipline, theories, principles and strategies required to plan, implement, and evaluate change in the organization/program.
  • Skill in creating a complex vision, planning a case for change, driving change, and influencing decision making.
  • Ability to lead the plan and execute strategic change efforts in support of organization and cultural change, large scale transformational programs and strategic planning efforts.
  • Ability to communicate orally and in writing with senior executives both within and outside the government. Must be able to negotiate, persuade, and build coalitions to support the government-wide category management vision and mission.
    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified
