Responsibilities

This position is a mission critical occupation and the incumbent is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an IT Specialist, you provide expert knowledge and hands-on experience with geospatial data and tools to design, develop, implement, and maintain solutions to meet Data Warehouse information systems requirements.

Your major duties and responsibilities include:
  • Providing technical oversight of geospatial tools and software including the agency's enterprise Environmental Systems Research Institute (ESRI) Geographic Information Systems (GIS) system and Microsoft SQL Server database with geospatial data.
  • Collaborating with users to identify enterprise data display and mapping, outline the parameters and characteristics of the application, and ensure results meet customer needs.
  • Designing and coordinating major regional or agency-wide software projects in response to complex new or modified needs of users, and managing those projects through the project lifecycle.
  • Directing a project team to coordinate Data Warehouse development by determining project scope and limitations to ensure projects are strategically aligned with customer needs and priorities.

QUALIFICATION REQUIREMENTS:

To qualify for this position you must have IT related experience and/or training that demonstrates that you possess each of the following four competencies:

You must have a demonstrated level of technical proficiency in Environmental Systems Research Institute (ESRI) Geographic Information Systems (GIS) software sufficient to design and develop GIS web-based mapping and geodatabase management applications.

To qualify for this position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service performing the following tasks on a regular and recurring basis: managing GIS data in a geodatabase, creating maps that combine demographic data with agency data, such as grant activities or program sites; and improving usability of web pages containing data, reports, maps, or other query tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
    SYSTEMS ANALYSIS - Analysis of processes leading to the planning, design, and implantation of new and improved information systems to meet the requirements of the organization.
    PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
