Responsibilities

As a SUPERVISORY ACQUISITION PROGRAM MANAGER you will be responsible for the following duties:
  • Functions as a Supervisory Acquisition Program Manager Directorate responsible for managing cost, schedule, and performance of major contracts to develop, deliver, and sustain overhead reconnaissance systems, including spacecraft hardware, ground and communication components, and mission software applications.
  • Serves as a senior technical representative at high-level conferences and meetings with representatives from the Department of Defense (DoD0), other Intelligence Community (IC) partners, military services and agencies, and private industry
  • Commits resources utilizing laws, principles, policies, and practices of systems acquisition and program management.
  • Monitors contract progress and expenditures against plans, provides necessary statistical data to management and provides strong oversight, guidance, direction, and leadership for teams of acquisition professionals to include military, civil service, SETA and FFRDC contractors developing and implementing NRO project/program requirements.
  • Creates budget estimates based on sound requirements generation required for budget development.
  • Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures.
  • Develops, executes, and monitors risk management strategies to address areas of concern or potential gaps.
  • Plans, organizes, and coordinates activities with functional specialists, including contracting, engineering, manufacturing, program controls, configuration/data management, test, logistics and operations support.
  • Develops acquisition strategies to meet program objectives. Provides input in source selection and assesses contractor performance during all acquisition phases, including operations.
  • Works closely with program Contracting Officers Technical Representatives (COTRs) and prime contractors to provide leadership and ensure program objectives are achieved with stringent cost, schedule and technical performance requirements.
  • Provides leadership to cross-functional teams and project managers across the organization to ensure that programs are managed within ideal framework, timelines, and budgets.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.


Travel Required

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty assignments.

Qualifications

This position is an Expert Level DCIPS position. DCIPS Expert Level positions include GS/GG-15. The NRO is accepting applications from current GS/GG-15, or equivalent level Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-15, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.

This position has a Basic Requirement for the Defense Acquisition Corp (DAC) DAWIA certification: bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
1. Applies Intelligence Community (IC) and DoD laws, principles, policies and practices to system acquisition, systems engineering, and program management of satellite ground system software.
2. Prepares cost benefits analysis to assess integrated commercial and custom software solutions for Geospatial Intelligence (GEOINT) or Signals Intelligence (SIGINT) satellite mission management, command & control, and data processing systems.
3. Manages acquisition process using Agile development methodology to ensure performance, schedule, and cost baselines.
4. Manages issues, risks, and opportunities to balance lifecycle cost with schedule and technical performance.
5. Serves as a Contracting Officers Technical Representative (COTRs) to evaluate contractor proposals, activities and ensure technical performance requirements for complex software development capabilities.
6. Leads a diverse group of government civilians, military, and functional specialist, including contracting, engineering, program control, configuration/data management, and operations to ensure program objectives.
7. Experience working with all levels of personnel in order to represent the organization in interagency forums, lead and participate in planning sessions and working groups, and present briefings to senior level officials.

    CRITICAL ACQUISITION POSITION (CAP): Selectee must meet the following requirements for Defense Acquisition Corp (DAC) Membership or have an approved waiver prior to placement in the position:

    Must be a member of the Defense Acquisition Corp (DAC) at time of hiring (or can be achieved within a 2 year grace period)

    DAC Requirements:
    Certification: Civilian employee certified at DAWIA level III or above in an Acquisition Career Field.
    Experience: 4 years of service in an Acquisition Workforce (AWF) position either in DoD or a comparable position in industry or Government.
    Education: Baccalaureate degree from an accredited educational institution, and one of the following:
    -24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
    -24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above in italics. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.
    -24 semester credit hours in the person's career field and training equivalent to 12 semester credit hours in the disciples listed above.

    Employee must execute, as a condition of employment, a written tenure agreement to remain in this position for at least three years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. .

    Education

    REQUIRED: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
    • Substitution of education may not be used in lieu of specialized experience for this grade level.
    • Superior Academic Achievement does not apply to DCIPS positions.
    Transcripts MUST be provided, failure to provide transcripts will result in you being rated ineligible for this position.

    Critical Acquisition Position (CAP): Selectee must meet the following requirements for Acquisition Corps Membership or have an approved waiver prior to placement in the position: a degree in any field AND 24 semester hours of study from an accredited institution in any of the following disciplines: accounting, business finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management (may substitute 24 semester hours in career field and 12 semester hours in DAWIA disciplines), OR 10 years acquisition experience prior to 10/1/91; AND four years acquisition experience and requisition training.
