Responsibilities

As a Health System Specialist (Performance Improvement Officer), you will:

- Design and implement mechanisms to ensure a systematic, comprehensive, data-driven approach to care, primarily through coordinating, overseeing, and evaluating the effectiveness of the overall PI program for the Agency as a whole (both the Gulfport and Washington facilities).

- Conduct and lead projects and studies to examine and analyze issues of effectiveness, efficiency, and productivity in such areas as: clinical services; medical and pharmacy; staff development; finance; psychosocial; Resident services; safety; and campus operations utilizing nationally recognized standards.

- Work to maintain and improve the PI program and in support of preventing adverse events, promoting safety and quality, and reducing risks to residents and caregivers, thus ensuring residents at both facilities receive the highest levels of care.

- Coordinate and lead annual organizational assessments to determine compliance with national laws, regulations, and standards, and maintain ongoing compliance with accreditation requirements and evidence based practice.

Occasional travel - 1 to 5 nights per month.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

- Establishing, developing, and implementing a facility-wide Performance Improvement (PI) Program with emphasis on risk management, patient care, and healthcare services; AND
- Interpreting and applying Joint Commission (TJC) and Commission on Accreditation of Rehabilitation Facilities (CARF) compliance standards in order to oversee, coordinate, evaluate, and enhance a facility-wide performance improvement program; AND
-Conducting and leading projects, assessments, surveys, and studies, which includes planning and coordinating reviews, performing data validation, and writing and editing draft and final reports.

Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.


SPECIAL NOTE: Long-term care experience is highly desired.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S Department of Education.
