Responsibilities

The Director of OCA provides executive leadership and management over mission essential professional and program analysts, engineers and architects in support of work for the Department-wide Enterprise Architecture (EA). EA at the Department serves as a critical discipline enterprise-wide driving decisions regarding projects, programs, and investments that make up the Department's $2.4 billion annual IT portfolio. The Office Director functions as the Chief Architect and plays a crucial role in the Department's IT planning and governance process. One of the primary responsibilities of the Director is to ensure that all IT investments are appropriately aligned to the goals and objectives outlined in the Department's IT Strategic Plan and are interoperable with other systems through proper Department-wide data standards and are efficiently and effectively secured through appropriate controls based on accurate data categorization.

The OCA Director:

- Implements the Department's EA plan that includes the information below, but is not limited to:
• a business reference architecture;
• a technical architecture that encompasses the hybrid cloud ecosystem and architectural roadmaps for each cloud platform;
• a data architecture that lays out standards, normalization, and interoperability objectives required to optimize future and ongoing data management; and
• a cybersecurity architecture that operationalizes the Department's cybersecurity strategy and risk management program.

- Oversees the full spectrum development of EA artifacts including solution architectures and technology roadmaps in partnership with key stakeholders and bureau partners across the enterprise;
- Monitors all technical and digital capabilities across the enterprise with the goal of increasing shared services and decreasing duplication of capabilities.
- Ensures all new digital capabilities put into production are strategically and technically aligned to the vision of the CIO;

- Chairs the Enterprise Architecture Council, which reports to the Enterprise Digital Diplomacy Advisory Group quarterly regarding IT modernization efforts and issues and opportunities associated with the Department's approved target architecture.
- Service as a senior advisor to the CIO's Department-wide IT Governances Program.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications.

Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification.

For this position applicants must address the following mandatory technical qualifications:

1. I have the expert knowledge and demonstrated ability to provide direction and management for enterprise architecture initiatives with a focus on emerging and innovative technologies, specifically targeting cybersecurity, data protection and multi-platform hybrid cloud computing technologies. I have the expert ability to apply this knowledge and leadership to guide core management systems toward greater integration and interoperability that will enhance their effectiveness and meet business and mission information and processing requirements.

2. I have the demonstrated experience and ability to coordinate and negotiate enterprise architecture, cybersecurity, data protection and multi-platform hybrid cloud computing technologies with affected entities inside and outside the organization. I have the ability to apply this experience in directing the development of unified technology strategies that are in alignment with the organization's business requirements.

3. I have demonstrated expert experience translating theoretical enterprise architecture constructs into operational outcomes. I have practical experience implementing operational IT programs, projects, and initiatives and have hands-on experience with underlying computing, networking, and applications development technologies and approaches in an operational environment.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
