Responsibilities

This Supervisory Information Technology (IT) Specialist position is located in Information Technology, Operations and Engineering Division (OED), Project Engineering Branch (PEB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). This position functions as Project Engineering Section Chief.

As a Supervisory IT Specialist, SV-2210-K, your typical work assignments may include:
  • Leading the agency-wide planning and management of IT Infrastructure Engineering for areas such as cloud solutions, IT platforms, and applications.
  • Directing the planning, design and/or implementation of IT security defense strategies to ensure protection of the IT infrastructure.
  • Providing advice and guidance in implementing IT security and cybersecurity policies and procedures in the development and operation of IT systems.
  • Defining and communicating organizational goals and priorities. Providing staff with a broad vision and specific IT security and cybersecurity objectives reflective of mission needs.
  • Promoting IT security awareness to ensure sound security principles are reflected in organizational visions and goals.
  • Participating in the planning, maintenance and revision of IT Continuity of Operations (COOP) processes and capabilities.
  • Ensuring that acquisitions planning, procurements and outsourcing efforts are consistent with the agency's overall IT security requirements and goals.
  • Managing section Contracting Officer Representative (COR) activities, and serving as a (COR) on a variety of IT contracts.

Supervisory duties include serving as a first line supervisor assigning work based on priorities and deadlines for completion of work, reviewing work, evaluating employee performance, approving leave, developing and training employees, recommending corrective or disciplinary actions, and assisting in budget planning and short-term project needs.

Qualifications

Basic Requirements for IT Positions:

Applicants must possess IT-related experience demonstrating each of the four basic competencies listed below.
  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

  • In addition to the above basic requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. For this position, specialized experience is further defined as follows:

    1.) applying IT security practices and security testing to ensure the protection of the enterprise-wide IT infrastructure; AND 2.) developing and implementing IT security and cybersecurity approaches and procedures to mitigate risks; AND 3.) applying program management principles, methods and practices to plan and carry forward major IT operations acquisition programs.

    NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Conditions of Employment:

    1. You must be able to obtain and maintain a Secret Clearance.
    2. This position is designated "Emergency Essential". The employee is required to report for (or remain at) work during emergency situations. Dismissal or closure announcements do not apply unless otherwise instructed.
    3. If selected, you will be designated as "Contingency/Incident Personnel," and may require possible activation as needed, depending on the emergency. You will be expected to remain in contact to maintain continuity of operations (COOP).
    4. Obtainment of an FAI Level ll Program and Project Management for IT certification is required within 12 months of assignment to the positon.
    5. Obtainment of an FAI Contracting Officer's Representative (COR) Level ll certification is required within 12 months of assignment to the position.
    6. You may be required to complete a one-year Supervisory Trial Period.
