An Overview
The City of Alexandria's Workforce Development Center (WDC), a proud partner of the American Job Center network, offers employment and training services to job seekers and staffing solutions to businesses. We support Alexandria's businesses by providing labor market information consultation as well as sourcing candidates who are skilled and ready to work. Job seeker services at WDC include access to a Career Center, career readiness workshops, career assessments and customized hiring events as well as eligibility based financial assistance for vocational training to earn industry recognized credentials in high demand occupations.

As part of a team of professionals dedicated to meet the needs of job seekers and businesses in City of Alexandria, the Program Analyst / Workforce Development Data Analyst designs and develops dashboards, metrics, and reports that drive key business decisions. The Program Analyst / Workforce Development Data Analyst provides leadership in setting up requirements and processes to ensure important data elements are captured from transactional business user applications. The incumbent extracts data from business user applications and external data sources and transfer them into dashboards using data visualization tools. He/she will also produce ad-hoc and regular reports as well as prepare and deliver presentations to meet the needs of internal stakeholders and community and business partners.

What You Should Bring
The ideal candidate should have Thorough knowledge of the principles, concepts, methods, and techniques of program analysis; good knowledge of the principles and practices of public administration; good knowledge of municipal government programs and services; ability to use statistical software; ability to establish and maintain effective working relationships with department officials; ability to communicate clearly and effectively, both orally and in writing.
The Opportunity
  • Conducts analyses of employment related and program data to provide reports, and recommendations to supervisors and managers to make data driven business decisions;
  • Works in collaboration with the WDC leadership team, the Alexandria/Arlington Regional Workforce Council to support data driven outcome metrics and service models;
  • Leads the development, design and implementation of business intelligence and reporting tools;
  • Develops queries to extract data from different sources including transactional applications, local and regional labor market, economic development and demographic data sources.
  • Compiles, updates, and monitor reports to accurately measure and manage performance.
  • Responds to internal and external users' ad-hoc and regular report requests
  • Oversees program metrics accountability and internal control activities to ensure processes and programs are efficient and effective;
  • Develops dashboards, automated and ad hoc reports using data visualization tools such as Tableau, Power BI, Qlik and Microsoft SQL server reporting services;
  • Leads and participates user interface design and system testing;
  • Trains staff on user interaction, database use, importance of reporting;
  • Conducts related tasks such as debugging, monitoring and troubleshooting BI solutions;
  • Other activities as assigned to meet reporting and data analysis needs of WDC and its internal and external stakeholders.

About the Department
The Center for Economic Support provides programs and services for Public Benefits, Community Services, and Employment and Training. Our mission is to provide direct services to City of Alexandria residents in need of temporary assistance with food, shelter, employment and State medical assistance as they strive toward self-sufficiency.

Minimum & Additional Requirements

Four-Year College Degree; At least three years of experience performing statistical analysis, including documented experience in conducting analysis and summarizing findings and conclusions in both verbal and written form; At least two years of experience in work that involves research, marketing, or planning and developing of programs.

Preferred Qualifications

At least one year of experience in working with relational database systems using structured query language; At least one year of experience in business intelligence and reporting tools such as Power BI, Tableau, SSIS, SSRS, SSAS or Qlik; Familiarity with local and regional workforce and economic development issues, sectoral partnerships, federal and state guidelines governing the American Job Center network, Workforce Innovation and Opportunity Act (WIOA).
