Summary

As a Financial Systems Analyst, you will be responsible for providing support and advice on all phases of assigned program areas such as reviewing, evaluating, and recommending improvements in financial methods and systems.

This position is located in the General Services Administration (GSA), Office of the Chief Financial Officer (OCFO).

We are currently filling one vacancy, but additional vacancies may be filled as needed in the same geographic area or in other organizations within GSA.

Responsibilities

•Serves as a project leader and senior financial systems analyst responsible for the conduct of major segments of broad financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policies, systems, processes, methods, and procedures agency wide, to enable and insure the timely and effective collection and delivery of financial information to all program and financial managers of GSA.
•Utilizes broad knowledge of financial management techniques to analyze current methods and provide problem solutions to a myriad of situations.
•Oversees these team members, generating ideas and approaches for total financial systems improvements (including new or revised policy, ADP systems requirements, processes, procedures, personnel, training, etc.)
•Coordinates closely with and/or works in teams with systems accountants and computer specialists ensuring automated systems are integrated in design, function with overall financial systems, and accomplish functional requirements in a cost-effective and reliable manner.
• Participates in and is responsible for major segments of the GSA Financial Systems Architecture development, preparation of major segments of the Five Year Financial Systems Plan, functional review and assessment of Service and Staff Office financial systems development and enhancement initiatives, and clearance of the design of other information systems that provide, in part, financial and/or program performance data used in financial statements to insure CFO needs are met.
•Participates in systems requirements analyses; cost-benefit studies; and ADP systems designing, development and/or review projects concerning financial management systems integration.
•Divides financial management projects and studies into components and assigns these to team members located in various organizations throughout GSA.
•Coordinates and oversees fact-finding, analysis, and requirements development so that upon completion, these segments can be consolidated.
•Ensures the validity and technical accuracy of all findings and recommendations of projects/studies conducted independently or by assigned teams.

The GS-14 salary range starts at $117,191.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as: Leading and/or conducting financial systems development and enhancement project initiatives (planning, analyzing, designing, developing, implementing and evaluating policies, processes, and methods) to improve operational and program problems. This experience must include: maintaining and making recommendations for improvement of financial systems and operations; utilizing data management techniques (acquiring, validating, storing, and processing data) to monitor program activities; collecting and processing program data using analytics (discovery, interpretation and communication of data findings) to plan and coordinate project activities; and using a wide-range of tools and techniques to support end-user consumption, facilitate organizational efficiencies, and drive strategic outcomes.

Relocation-related expenses are not approved and will be your responsibility.

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

2. Ability to plan, initiate, organize, lead and/or coordinate projects and studies involving synthesis and alignment of multiple organizational objectives.
3. Ability to establish and maintain effective team and individual working relationships with management at senior and lower levels from a variety of functional areas.
4. Knowledge of the principles, practices, techniques and methodology applicable to financial systems analysis and operations of large organizations with multifaceted programs and funding sources.
5.Knowledge of trends and techniques and current developments in ADP systems management theory.
6.Knowledge of administrative, budgetary, accounting and managerial policies, systems and procedures.
7.Ability to communicate effectively both orally and in writing, in formal, informal and spontaneous situations
