The U.S. Postal Service Office of Inspector General (USPS OIG) is seeking students enrolled in college/university programs to fill a Student Cooperative - (Paid) position in the Research & Insights Solution Center (RISC) located in Arlington, VA.

Responsibilities

We are looking for a high-energy student who is intellectually curious; loves to research, write, and use data; and is comfortable working both independently and as part of a team. Successful candidates will have a thirst for knowledge and an openness to conducting research on a wide range of issues. RISC's research and white papers have touched on a wide variety of topics, including consumer sentiments about mail, the role of the Postal Service in rural areas, innovative digital and retail offerings, and critical issues affecting the Postal Service's operations.

The Student Cooperative will work collaboratively with staff to help research and edit materials for RISC white papers. The position requires excellent writing and critical thinking skills. A demonstrated ability to create compelling visualizations of quantitative data is also highly desirable. Experience with Microsoft Excel, SAS, R, and/or Adobe is a plus. In addition to the duties described above, the Student Cooperative will assist with developing presentations and organizing discussion forums for critical stakeholders, as well as help with some administrative functions as needed. The USPS OIG is seeking applicants who are available for continuous employment throughout the year, while enrolled in school . The selected candidate will work between 15 and 30 hours per week during academic sessions and up to 40 hours per week during school breaks.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 08/21/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Administrative Band level. The base salary range for this position is $13-$17/hour. Locality Pay is authorized.

Sophomore $16.81 per hour plus locality pay
Junior/Senior $19.40 per hour plus locality pay
Graduate or Law Student $21.98 per hour plus locality pay

The selected candidate will work for the USPS OIG's research team within RISC. The research team assesses economic, business, and policy issues affecting the U.S. Postal Service. The candidate should demonstrate stellar writing and solid critical thinking skills; practical experience with quantitative data analysis is preferable.

  • Research new technologies, innovations, and emerging business models relevant to the Postal Service.
  • Research methodologies to help the Postal Service enhance the customer experience for distinct market segments.
  • Write and edit research papers, short articles, and analytical documents for both internal and external audiences.
  • Help with federal and external stakeholder outreach, including setting up and conducting interviews for data collection.
  • Perform data analytics to support research projects, such as descriptive summaries, qualitative interview data analysis, or data visuals and maps.
  • Help plan and execute publicly held events, such as workshops and round tables.

Qualifications

MINIMUM REQUIREMENTS

You must meet ALL of the minimum requirements.
  • Students must be currently enrolled full or half-time in an accredited college or university program, classified or academically ranked by semester hours as a Sophomore,Junior, Senior or Graduate student. (MUST SUBMIT TRANSCRIPT STATING CURRENT ENROLLMENT STATUS, GPA AND IN GOOD STANDING) Additionally, student must not graduate prior to May 2020.

AND
  • Must be in academic good standing as defined by the college or university, earning at least a 3.0 GPA on a 4.0 GPA scale.

AND
  • Must be able to report to work in the USPS OIG office in Arlington, VA during core business hours.

DESIRABLE QUALIFICATIONS
  • Background in public policy, political science, program evaluation, journalism, English, communications, market research, technology and innovation, or similar fields.
  • Strong writing skills and experience in drafting and editing a variety of written products, such as white papers, policy memoranda, reports, newsletters, blogs, and brief articles.
  • Knowledge of data, business, and market analysis.
  • Experience conducting business, policy, or other research.
  • Familiarity with the organization of meetings and events.
  • Proficiency in Microsoft Office programs.
  • Experience in creating presentations and other visual communication material.
