Seeking a motivated Physician to manage and direct the strategic planning and operation of the Primary Care Service Line (PCSL) including five VA Community Based Outpatient Clinics (CBOCs). Full responsibility for clinical practice, program management, education, human resources management, and supervision for all PCSL programs and CBOCs is required. Responsibilities

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salem VA Medical Center (VAMC) in Salem, Virginia, within the Chief of Staff's office.

Chief of PCSL oversees all matters related to the internal and external operations of the service ensuring that the network mission is met while operating in accordance with Department of Veterans Affairs (VA) policies and standards of Federal and accrediting agencies external to VA.

Incumbent must possess advanced practice skills and judgment demonstrating a high level of professional competency in managing assignments/projects of a broad scope, magnitude and complexity. In addition to Major Duties outlined herein, Chief of PCSL will have collateral assignments determined by the needs of the local facility, the VISN and/or VACO.Major Duties include, but are not limited to:
  • Responsible for the strategic planning and operation of PCSL.
  • Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
  • Supervises a group of employees performing work at various Title 5 GS and Title 38 levels including Administrative Officer, Secretary, and Providers (MD, PA) at the Medical Center and at the VA Clinics in the communities of Wytheville and Staunton.
  • Has full responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for all PCSL programs and provides administrative and technical supervision necessary for accomplishing the work of the unit/service including outreach efforts, and VA Clinic involvement at other sites within a Health Care System.
  • Performs the administrative and personnel management function of PCSL staff.
  • Makes selections for supervisory and non-supervisory positions within the service.

Work Schedule: 7:45 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2019.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.

The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, reading, and logical thinking.

Annual leave shall accrue for full-time physicians at the rate of 26 days per leave year (1 day per pay period).
