As a Financial Management Analyst, GS-07 or GS-09, you will receive learning and training opportunities enabling him/her to perform the full range of duties to the full performance GS-12 expert level advisor to executive leadership for nationwide FAS programs in various accounts.

Location of Position: Office of the Chief Financial Officer, Office of Budget, FAS Budget Division, 1800 F Street, NW

This is a developmental position starting at the GS-7 or GS-9 with full performance to GS-12 level. The GS-07 grade level will have more review and guidance than the GS-09. The level of responsibility will increase per grade level. Duties are written at the full performance GS-12 level.
  • Analyzes financial activity and budget estimates/requests for allowances submitted by managers of assigned programs.
  • Reviews for accuracy of technical format and mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
  • Briefs management on all financial and budget policies that impact program decisions.
  • Conducts studies to identify financial management and budget problems within the organization, creates solutions, and implements after management approval.

The GS-07 salary range starts at $47,016 per year.

The GS-09 salary range starts at $57,510 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-07 level, you must meet one of the qualification requirements shown below:
  • Specialized Experience: You must demonstrate at least one year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience is defined as developmental exposure to budgeting and providing management with information and recommendations. -OR-
  • Education: Applicants must have one of the following:
    • Completed at least one full year of graduate level education (18 semester hours or the equivalent); OR
    • Completed all the requirements for a Bachelor`s degree from an accredited college or university plus meet the Superior Academic Achievement provision. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level.   • Combination of Education & Specialized Experience: You must possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

  • To qualify at the GS-09 level, you must meet one of the qualification requirements shown below:
  • Specialized Experience: You must demonstrate at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as assisting in the formulation and execution of budgets in order to determine whether obligations and expenditures are meeting organizational goals, as well as to provide management with information and recommendations. OR
  • Education: You must have a master's or equivalent level degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or JD, if related; OR
  • Combination of Education & Specialized Experience: You must possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

    You will be evaluated for this job based on how well you meet the qualifications above.

    You will be evaluated on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
    • Ability to analyze facts, make recommendations to solve routine problems as they impact financial management in the program.
    • Knowledge of non-complex commonly used financial management and budget principles and practices.
    • Skill in written communication in order to prepare routine reports, analyses plans and correspondence. Skill in oral communication in order to present reports and budget policies and information.
    • Knowledge of routine financial management decision-making, statistical analysis methods, and financial reporting. Knowledge to develop strategies to respond to critical financial management decisions.

    If you are eligible under Interagency Career Transition Assistance Plan or GSA's Career Transition Assistance Plan (ICTAP/CTAP) , you must receive a score of 85 or higher to receive priority.

    This position is a Luevano-covered position.
