The primary purpose of this position is to serve as the administrative officer to the Director and Staff of the NORAD and USNORTHCOM Washington Operations Office (N&NC/WO) on a broad-spectrum of administrative issues related to supporting the mission of NORAD and USNORTHCOM in Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA).

Responsibilities

  • Assures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, and effectiveness.
  • Serves as the manager's liaison between the organization and J14 Manpower and Personnel on all matters pertaining to personnel management of the manager's subordinate civilian workforce.
  • Serves as the Washington Operations Office's Portal Manager, Site Owner, and Records/Files Custodian.
  • The local subject matter expert on the N-NC Knowledge Management (KM) Plan.
  • Reviews local regulations and implements administrative programs to include records management, correspondence, military awards, timekeeping and joint travel regulations.

  • A Top Secret/Special Sensitive clearance is required for this position.
  • The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFG2017-36-04, date 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions.
  • This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and, (B) if required, to submit to urinalysis testing.

OBLIGATED POSITION:
This is an obligated position which an employee has return rights. Upon the employee's return, incumbent could be subject to reassignment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0341, Administrative Officer Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes developing goals and objectives that integrate organization and mission support objectives; knowledge of overall information management procedures, policies and programs to conduct studies; knowledge of analytical, evaluative methods and procedures used in the resolution of administrative issues; knowledge of various office automation software programs, tools and techniques.

EDUCATION:
Applicants must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
Applicants must have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of administrative concepts and practices sufficient to make or recommend changes in administrative policies, devise and install procedures and office practices affecting the staff and relevant staff elements, and to foresee administrative problems and requirements.
2. Knowledge of various Federal directives, regulations, and procedures for processing staff actions.
3. Knowledge of military command structure, missions, programs, and organizational relationships.
4. Skill in interacting with individuals at all levels of the Federal government.
5. Skill in applying departmental protocol standards.
6. Skill in working independently.
7. Skill oral and written communications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.   • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission.
