Responsibilities

As a Supervisory Information Technology Specialist, you will:

  • Manage a program for providing technical advice and guidance to local PHAs and HUD program offices (e.g. PIH, Housing, PDR, etc.) in their acquisition of computer hardware and software. Work directly with national housing associations and private software vendors and/or REAC software developers, in order to develop functional systems specifications to guide PHA/program system development. Guide and coordinate the development of compatible automated systems to provide the direct interface of PHA systems with dependent HUD computer systems.
  • Manage the design, development, implementation, and maintenance of all information systems delegated to REAC IT. Expedite and coordinate the flow of information regarding HUD programs, assuring the data is accurate, timely, relevant, cost beneficial, and displayed in a meaningful manner.
  • Supervise PIH's IT capital planning, procurement, and acquisition strategy. Oversee all PIH IT contracting actions and manage the Working Capital Fund (WCF) for all REAC IT contracts. This includes the management and coordination of the procurement process with the Office of Chief Procurement Officer (OCPO), Office of Chief Information Officer (OCIO), and Office of Chief Finance Officer (OCFO).

This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:

- Experience leading information technology projects that include the design, development, implementation and ongoing maintenance of web-based software. This experience must include: designing systems architecture; designing user interfaces; integrating hardware and software components; agile methodology for software development; business process re-engineering; and privacy and security requirements for holding and exchanging of PII information. AND
- Experience working with software vendors and/or software developers to develop functional system specifications to guide system development for government to business, business to government or government to government information technology solutions; AND
- Experience supervising or managing an application software development staff. The experience must include hiring, team building, evaluating performance and work planning of application software developers.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
