This position is located in the Office of Intelligence and Counterintelligence and supports the mission of ensuring America's security and prosperity by providing advance knowledge and insight to Department of Energy decision makers regarding unique, and often fleeting opportunities in energy, nuclear, cyber and S&T fields.

Responsibilities

As a full performance Intelligence Research Specialist, you will:
  • Serve as the headquarters technical expert on the production of nuclear materials and the nuclear fuel cycle, particularly the enrichment process and separation technologies.
  • Provide senior technical support to Program activities and help the Proliferations Technologies (PTD) Division Director develop and maintain operational and programmatic schedules for Program activities at multiple sites, working with multiple inter-agency partners.
  • Ensure deliverables, quality control, and meeting of operational milestones; maintain Program metrics and accountability measures.
  • Represent at national level, interagency technical and policy meetings; interact as a peer with technical counterparts and SMEs.
  • Assist with the administration and provision of services of common concern to the interagency community.

OTHER REQUIREMENTS:

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

Conditions of Employment
  • Eligible candidates for this position must be able to obtain and maintain a DOE Top Secret/Sensitive Compartmented Information (TS/SCI) clearance AND qualify for a Q clearance.
  • As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • Must successfully complete a CI Evaluation, which may also include a CI-scope polygraph examination.
  • Homeland Security Presidential Directive (HSPD-12). A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. For this position, experience must be at least equivalent to the GS-13 level. Specialized experience for this position is defined as:
  • Experience evaluating technical intelligence to identify gaps.
  • Experience formulating practical intelligence requirements in highly technical forums.
  • Experience planning, executing and monitoring work involving national laboratories and specialized contractors.
  • Experience reviewing finished analysis for technical accuracy

  • Knowledge of enrichment and separation technologies; conducting analytical assessments, and providing comment on Proliferant nuclear weapon activities, infrastructure, manufacturing and other program intricacies.
  • Knowledge of and experience with development and implementation of Research & Development testing and modeling campaigns.
  • Ability to plan, prepare, present and execute in both strategic and operational environments.
  • Knowledge of Intelligence Community tradecraft standards, analytic processes and evaluative methods; and ability to use that knowledge to review and improve finished products.
  • Ability to effectively communicate, both orally and in writing, to translate technical operations to non-technical audiences.
  • Interpersonal skills dealing with other SMEs to resolve technical differences in pursuit of Program goals.
