Responsibilities

As a Health Scientist Administrator (Scientific Review Officer), you will serve in a study section within the agency Initial Review Group (IRG) and/or Special Emphasis Panels (SEPs) and will be responsible for providing technical leadership and guidance in a major subject-matter area (e.g., Healthcare Patient Safety and Quality, Clinical Emergency Care, Health Information Technology, Biostatistics, Epidemiology, Hospital Associated Infection, Healthcare Costs and Access, etc.) while coordinating the review activities of the study section in the IRG and/or SEPs and other duties as required.

Specifically, you will:
  • Oversee, coordinate and administer the scientific peer review process, recruit qualified reviewers, identify conflicts of interest, and coordinate with assigned Program Analyst to ensure review meeting procedures are complete and follow Federal rules and regulations of scientific/technical peer review process for grants and contracts.
  • Nominate and manage review panel members.
  • Prepare summary statements containing the recommendations of the committee and prepare required annual and ad hoc reports describing committee activities.
  • Provide advice and guidance to grantees and applicants on a wide range of subjects related to programs and policies of the AHRQ and other PHS agencies.
  • Conduct data analyses of approved and disapproved applications and the administrative and scientific decision making processes within AHRQ and in other agencies in an effort to improve the conduct and results of peer review activities.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 08/16/2019

EDUCATION REQUIREMENT:
You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You must provide a copy of your unofficial transcripts that reflect your final degree has been earned/conferred by the closing date of this announcement.

EXPERIENCE REQUIREMENT:
In addition to meeting the education requirement, to qualify for this GS-14 Health Scientist Administrator position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Nominating and managing review panel's members and making review assignments based on reviewer's scientific expertise; Organizing and monitoring the scientific review meetings to evaluate grant applications; Preparing, writing and distributing written scientific information and summary statements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 08/16/2019.
Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).

This position has an education requirement.
