Summary

Serves as a Management and Program Analyst in the Strategic Workforce Planning & Talent Acquisition Division, Workforce Planning Branch (AHF-120). The incumbent supports the Workforce Planning Team in driving transparency, efficiency and accountability in the delivery of HR services supporting the mission of the FAA and the Office of Human Resources Management (AHR).

Responsibilities

Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Serves as a data analytics advisor on strategic workforce planning programs.

Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Applies knowledge of strategic workforce planning principles, interprets data, analyzes results using statistical techniques to assist in conducting qualitative and quantitative analysis to evaluate and optimize human capital resources in order to achieve Agency and organizational goals. Develops and implements data analyses, data collection system and other strategies that optimize statistical efficiency and quality to formulate workforce-planning recommendations and produce reports and presentations.

Supports SWP team in providing consultation services to various lines of business (LOB)on strategic workforce planning policies. Acquires data from primary or secondary data sources and maintain databases/data systems to analyze and interpret trends or patterns in complex data sets. Filter and clean data by reviewing computer reports, printouts, and performance indicators to locate and correct problems.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities.

Contacts typically are internal and external with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Supports strategic workforce planning manager in the area of policy development, change management, and program evaluation. In addition, supports in the production and delivery of strategic planning briefings, presentations and conference materials. Ensures that accurate, concise and timely information is available to management.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Develops summary reports and forward-looking projections to support HR business strategies and accountability.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-11/FV-G) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as
  • Experience includes development of data analytics and infographics to convey recommendations and trends.
