Serves as a Management and Program Analyst in the Office of Human Resources Management's, Strategic Workforce Planning and Talent Acquisition, Corporate Engagement , AHF-130. Performs a wide variety of activities and varying assignments under the general direction of a manager, or more experienced profession in support of corporate engagement and talent acquisition.

This position serves on a team responsible for contributing a high level of specialized knowledge, skill and consultative leadership to ensure that FAA's talent acquisition strategies and solutions are innovative and enable the agency to hire top talent efficiently.

Applies experience and detailed knowledge applicable to plan and accomplish assignments. Typical assignments may include: collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problem; and working with higher level and lower level professionals in day-to-day operations.

Key duties and responsibilities include: Researches and recommends various recruitment sources or avenues to attract the best applicants, with a special focus on FAA mission essential positions, hard-to-fill positions, and additional groups of interest such as veterans, student, women, and persons with disabilities. Develops, promotes, implements, and evaluates targeted recruitment project/programs/activities. Identifies, plans, and organizes available resources to accomplish goals.

Contacts are primarily internal and some external to the organizations unit, major subdivision, or LOB/SO with a manager, other employees and external customer to share information, provide data and/or written analyses, and/or explain the statuses or assignments. Fosters working relationships with FAA lines of business (LOBs), staff offices (SOs), administrative officers, and hiring managers to (1) understand and keep apprised of their hiring needs (2) provide consultation on recruitment best practices, and (3) assist them to determine and execute best strategies for attracting required talent. Optimizes employment marketing through social media and targeted print campaigns to promote the FAA as an employer of choice; includes updating FAA's brand and assist in creating marketing materials that focus on differentiating the FAA from other employers. May have frequent contacts with customers and other external parties on routine matters.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches, refers problems and work issues to a manager or more experienced professional when guidelines are not available. Continually expands sourcing network by leveraging and engaging with potential talent and by working with the Office of Communications to market job postings on platforms like LinkedIn, Twitter, Facebook, and other digital media sources. Routinely assesses the productivity and effectiveness of various sourcing methods and adapts strategies as necessary.

Contributes to the optimization of FAA's corporate onboarding program by: Serving as point of contact for FAA new hires; gathering feedback from new hires, hiring managers, and AOs nationwide: Brainstorming new and innovative ways to expand the program to ensure a consistent, high-level FAA experience and perspective for all new employee; assist with the implementation of process to improvements; support activities associated with new hire tours. Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and other work activities.

Prepares a variety of written correspondence, briefing papers, and a hoc reports for varying audiences that may include (but not limited to) senior management, FAA executives, and DOT. Assist in facilitating meetings, presents findings, and makes recommendation to organizational leaders, executives and other internal and external customers. Researches new technologies to optimize programs; identifies, supports, and attends recruitment events, job fairs, and outreach initiatives that target FAA's key priorities. Work activities typically support activities of the organizational unit and my affect project/program objectives.

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-5/7/9-/FV-F) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

  • Experience in preparing and presenting information to groups/or organizations
  • Experience in managing a project/program
