This position is located in the National Credit Union Administration, Office of the Chief Information Officer (OCIO). This position serves as the IT Specialist (APPSW).

Responsibilities

As an IT Specialist (APPSW), you will be responsible for the following duties:
  • Evaluating and recommending the choice of software development platform and architecture design as well as the hardware requirements for the development, testing, quality assurance, and production environments.
  • Conducting research and studies in the areas of current and emerging computer technology for the purpose of integrating appropriate new technological advances into the NCUA information technology infrastructure that will allow for delivery of cost effective technologies and software solutions.
  • Providing briefings to OCIO management, colleagues and customers on proposed IT technical solutions for adoption by the Agency.
  • Assisting NCUA in developing and implementing innovative technology solutions such as cloud initiatives, an enterprise data warehouse, supports business process redesign efforts, identification of strategic initiatives, and the development and utilization of data and analytics and metrics
  • Developing and maintaining the OCIO software development technical architecture and make recommendations for improvement.
  • Establishing and documenting software development guidelines, coding standards, and conducting training sessions as needed.
  • Conducting code, data models, stored procedures and other routine programming reviews and diagnoses technical issues
  • Validating correct implementation of technical solutions delivered and performs user acceptance testing to ensure performance.
  • Translating system requirements into application prototypes.
  • Translating technical specifications into programming specifications.
  • Providing input for the configuration of the applications and servers on which application programs run to ensure the rigorous application of information security/information assurance policies and principles.

Qualifications

Basic Requirement:

You must have IT-related experience in each of the following four competencies which must be supported by the information contained in your resume and other application materials. Experience must be IT related.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements for this position, you must also have one full year of specialized experience equivalent to the CU/GS-13 grade level obtained in either the public or private sector.

Specialized experience must include serving as a solution/software architect performing all of the following:

1. Transitioning legacy on-premise systems to a cloud environment (eg. Amazon WorkSpace (AWS), Azure)
and
2. Supporting customized software (i.e. .Net, SQL Server and JavaScript) and commercial off the shelf applications (eg SharePoint, MicroStrategy) to include all phases of the software development lifecycle (SDLC) (eg systems re-engineering; solution design & development; system integration; information and data security; automated testing and release/change management).

Additional information

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 42.87 percent for the Alexandria, Virginia geographical area.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.
