Summary

You will serve as a Human Resources (HR) Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel - ODP in Herndon, Virginia. This position provides HR assistance to ODA managers, supervisors, employees and applicants on a variety of recruitment and staffing issues.

Responsibilities

As a Human Resources (HR) Specialist at the GS-0201-9/11, some of your typical work assignments may include:
  • Performing recruitment & placement activities for a wide range of positions in the competitive and excepted service with multiple work schedules.
  • Performing technical services requiring the research, interpretation and application of numerous Federal personnel laws, regulations, policies and principles.
  • Assisting with preparing job analyses for positions advertised.
  • Preparing vacancy announcements for positions advertised under both Delegated Examining and Merit Promotion for geographically dispersed ODA Centers and HQs and entering them into the USA Staffing automated application system.
  • Completing/coding and reviewing Requests for Personnel Action (SF 52s) for Federal civil service employees and ensuring information is correct, complete, and in compliance with applicable regulations and guidelines.
  • Reviewing application/resume packages and making eligibility and qualification determinations.
  • Responding to inquiries HR both orally and in writing.
IMPORTANT NOTES:
  • This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.
  • This position is also being announced under Delegated Examining Procedures, announcement # DE-19-077-ODP-10565051 open to the general public.
  • ODP is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation.


Travel Required

Occasional travel - On occasion, especially during times of substantial disaster activity, you may be required to work overtime and/or travel with little or no advance notice.

Requirements

Conditions of Employment

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Credit Score must be at least 500.
  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date.


Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Time-In-Grade Requirement:
GS-09:
Must have held grade GS-07 for 52 weeks
GS-11: Must have held grade GS-09 for 52 weeks

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Performing, or assisting with, multiple functions related to advertising and filling a variety of positions such as developing job analyses, creating vacancy announcements, inputting vacancy announcements into an automated application system, making veteran preference determinations, making eligibility and/or qualification determinations, and developing assessment tools to determine the best qualified applicants (i.e. questionnaires, narrative questions, structured interview questions, etc.);
  • Completing or reviewing paperwork, ensuring compliance with applicable guidelines, for a wide variety of personnel actions for employees such as accessions, promotions, reassignments, awards, etc.; AND
  • Responding to inquiries from managers, employees and/or applicants.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Performing multiple functions related to advertising and filling a variety of positions such as developing job analyses, creating vacancy announcements, inputting vacancy announcements, into an automated application system, making veteran preference determinations, making eligibility determinations, and developing assessment tools to determine the best qualified applicants (i.e. questionnaires, narrative questions, structured interview questions, etc.);
  • Completing or reviewing paperwork, ensuring compliance with applicable guidelines, for a wide variety of personnel actions such as such as accessions, promotions, reassignments, awards, etc. for Federal government civilian employees;
  • Responding to inquiries from managers, employees, and/or applicants; AND
  • Determining if applicants meet the qualification requirements for positions.

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

GS-09: Must have a master's or equivalent graduate degree in a related field or 2 full years of related progressively higher level graduate education leading to such a degree.


GS-11: Must have a doctorate or equivalent graduate degree in a related field or 3 full years of related progressively higher level graduate education leading to such a degree.

OR

A combination of experience and education as indicated above.
