DUTIES:  University of Maryland College Park – Manager of Human Resources shall oversee all human resource initiatives/programs (payroll and benefits) for the Department s) of Chemical & Biomolecular Engineering, Materials Science & Engineering and Fire Protection Engineering.  Incumbent will manage the human resource processes – new employee orientation/onboarding for all employees, guidance on job description development /posting/hiring processes for all categories, performance review, and other personnel processes.  Primary department liaison with the University’s Office of International Student & Scholar Services (ISSS) for non-US citizen hires; processes J-1, H1-B visa applications, and manages paperwork for permanent resident applicants, F-1 Visas and all other applicable visas with work authorization; ensures all visitor export control requests are completed.  Oversee the creation, monitoring and tracking of the department’s faculty, staff, GRA/TA and student appointments, ensuring Department and University policies and procedures are followed.  Work in conjunction with the Graduate Office for incoming Graduate students, assistantships, fellowships, etc. Oversee the creation and maintenance of faculty contracts to ensure timeliness and compliance to State regulations.  Additionally, this position will create and maintain database systems to streamline personnel and human resource processes where applicable.

QUALIFICATIONS: Education -- B.S. or B. A. as a minimum from an accredited institution is required. Five or more years of progressive experience i.e., combination of payroll and human resource applications and management, in a higher education environment. Years of experience should include 1-2 years of supervisory experience.  Working knowledge of VISA regulations for programs including J, F and/or H1B.  Must be able to manage high volume workload, ability to apply basic mathematical computations, excellent working knowledge of Microsoft Word and Excel, strong over-all computer & communication skills as well as, customer service skills/customer service focus.  Excellent attention to detail, and the ability to prioritize and multi-task within deadlines in a challenging, fast-paced environment and strong computer skills. Must have experience working with electronic payroll and human resource systems.
