DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Responsibilities

The mission of the Bureau of Ocean Energy Management is to manage ocean energy and mineral resources on the Outer Continental Shelf (OCS) in a manner that balances economic development, and environmental protection. Energy resources on the OCS include oil and natural gas, as well as sources of renewable energy (including offshore wind). Marine mineral resources include sand and gravel deposits used for coastal restoration efforts.

The incumbent provides analyses, research, and policy recommendations on a variety of economic topics related to U.S. offshore energy and mineral resource programs, including fiscal term design, lease sale evaluation, regulatory benefit-cost analysis, macroeconomics and socio-economic impacts, and environmental costs. The individual also conducts economic analysis for offshore-related policy development and evaluates proposed legislation. The qualified candidate would be a motivated self-starter able to work both independently and in teams.

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resource Programs, Economics Division, in Sterling, VA. The Economics Division includes economists, statisticians, and petroleum engineers who conduct complex economic analyses to address a wide range of public policy issues. The Economics Division provides guidance, analyses, research, and recommendations on economic issues related to BOEM programs for offshore renewable and non-renewable energy. The group interacts with a diverse range of other professionals including marine biologists, geologists, other physical scientists, engineers, and policy analysts.

At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
  • Prepare supporting analyses of the National OCS Oil and Gas Leasing Program, including but not limited to, estimates of the social benefits and environmental costs of future oil and gas leasing and the impacts of the program on energy markets in the future.
  • Prepare regulatory impact analyses and help guide the development of beneficial regulations by assembling data, conducting benefit-cost analysis and analyzing regulatory alternatives.
  • Prepare analyses and documents relating to oil and gas and renewable energy lease sales.
  • Perform analysis and modeling to improve forecasts of lease sales and oil, gas, and renewables revenues and production, including sharing of revenues with State governments; and estimate household income and employment generated for the nation and States by energy production.
  • Support renewable energy development by preparing recommendations for wind lease auction format and fiscal terms.
  • Serves as a representative of BOEM and the Economics Division at meetings and conferences.

  • Salary Range Information: First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

    GS-12: $83,398-$108,422

    GS-13: $99,172-$128,920

    BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Qualifications

    Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.

    (1) Basic Requirements

  • Degree:economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

  • -OR-
  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • (2) Specialized Experience GS-12
    To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1)using computer-based tools associated with energy, mineral, environmental, resource economics, or other economic policy analysis; 2) writing documents related to energy, mineral, environmental, resource economics, or other economic policy analysis; and 3) performing economic analyses that entail independent responsibilities regarding issues related to energy, mineral, environmental, resource economics, or other economic policy analysis.

    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) conducting economic analysis using computer-based tools to answer economic questions associated with energy, mineral, environmental, resource economics, or other economic policy analysis; 2) writing multiple types of documents related to energy, mineral, environmental, resource economics, or other economic policy analysis; 3) giving oral presentations related to energy, mineral, environmental, resource economics, or other economic policy analysis; and 4) performing economic analyses that entail independent responsibilities regarding issues related to energy, mineral, environmental, resource economics, or other economic policy analysis.
