Responsibilities

Incumbent serves as a Highway Accident Investigator with the specialty of Technical Reconstruction. Responsibilities include: securing and analyzing evidence necessary to reconstruct pertinent crash events before, during, and after a collision; documenting on-scene evidence through the use of electronic mapping equipment; writing detailed reconstruction reports; working in cooperation with the Office of Research and Engineering (RE) to analyze vehicle dynamics and supporting evidence used to create crash simulations or to develop other media products specific to the explanation of crash events. Incumbent serves as Group Chairperson with emphasis on Technical Reconstruction for major highway transportation crashes.

Qualifications

GS-13 Level-Applicants must have one year of specialized experience equivalent to the GS-12 level directly related to this position. Specialized experience includes working within a multi-disciplinary team conducting highway transportation accident investigations; gathering information from within the team to verify or refute theories and conclusions concerning vehicle dynamics and accident events. Mastery of accident reconstruction software and programs; familiarity in the development of accident simulations and the creation of other media products specific to the explanation of accident events.

GS-12 Level-Applicants must have one year of specialized experience equivalent to the GS-11 level directly related to this position. Specialized experience includes independently conducting highway transportation accident investigations; independently determining vehicle dynamics and accident events through the use of applicable principles and methodologies common to accident reconstruction. Working knowledge of accident reconstruction software and programs; familiarity in the development of accident simulations and the creation of other media products specific to the explanation of accident events.

GS-11 Level-Applicants must have at least two years of specialized experience directly related to this position. Specialized experience includes expertise in evaluating physical evidence commonly found within accident environments, and how that evidence relates to vehicle dynamics and crash events. Operation of electronic mapping systems such as, but not limited to, laser scanning, photogrammetry and total station equipment. Using computer aided diagramming (CAD) software to construct detailed maps and diagrams. Applying principles and methodologies common to highway accident reconstruction to assess and determine pertinent details of crash events. Knowledge of accident reconstruction principles and methods applicable to commercial motor vehicle crashes. Analyzing and interpreting data obtained from vehicle event data recorders, airbag control modules and other similar devices as well as evaluating data stored by various advanced driver assistance systems such as adaptive cruise control and collision avoidance systems. Participation in highway transportation accident investigations, including field work such as collecting and evaluating evidence, photographing the accident environment and vehicle damage, interviewing witnesses, and writing analytical and investigative reports.

Education

For the GS-11 level the following education is qualifying Ph.D. or equivalent doctoral degree

or
3 full years of progressively higher level graduate education leading to such a degree

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be rated using the Category Rating System.   • Qualified - Applicants possessing the specialized experience described above and any education or selective factor if also required.
