Summary

This position is located in the Romance Languages Division (ROM) School of Languages Studies (SLS), Foreign Service Institute (FSI), Department of State. The incumbent serves as Deputy Division Director in the ROM language division and as a senior authority for those language programs under the incumbent's leadership. This position represents one of the key members of the FSI and SLS senior teams.

Responsibilities

Under the general guidance of the Division Director leads the overall language program management, including overseeing curriculum. Provides supervision and policy and program guidance to staff. In collaboration with the Division Director, and based on own expertise, incumbent anticipates and strategically plans for all language training program needs. Formulates budget requirements for the division. Compiles and analyzes language section budget requests for Division Director's review and approval. Ensures effective program monitoring and evaluation through collaboration with the Language Testing division, the Curriculum and Staff Development division and the Evaluation division. As a recognized expert in language training, incumbent maintains extensive contacts with professional organizations engaged in language training theory and the design and delivery of language training programs and liaises and works collaboratively with outside language schools and academic institutions domestically and overseas.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;

OR

B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following:
  • Experience in the design, delivery, administration, and management of language training programs.
  • Experience in developing, monitoring and evaluating language training programs, ensuring adequate staffing of classes and use of appropriate foreign language methodologies and curriculum.
  • Experience in providing guidance and counseling to subordinate supervisory personnel, and able to problem-solve and resolve conflicting situations.
  • Experience in performance measurement, data management, and conducting language program reviews and analyzing participant feedback.
  • Experience in formulating budget requirements, prioritizing needs, defending budget proposals.

There is no substitute of education for specialized experience for the GG-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
    • Ability to assign, review, and supervise the work of others;
    • Knowledge of the role of public diplomacy in fulfilling U.S. foreign policy goals;
    • Knowledge of budget formulation, presentation and execution;
    • Ability to develop course evaluation and data analysis tools.

Qualified candidates are assigned a score between 70 and 100.
