The Social Worker Program Manager is assigned to manage, direct and oversee the Caregiver Support program at Hampton VAMC. Responsible for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements.

Responsibilities

  • Serve to facilitate implementation of the Caregiver Program strategies at a local level through education, monitoring, and coordination activities to help ensure that all appropriate measures are being implemented to carry out the program directives.

  • Plans, develops, implements, and evaluates the facility Caregiver Support Program to ensure continual quality improvement and excellence in customer service.
  • Develops, maintains, and oversees staff. This includes identifying needs for assessments, evaluation, and treatment; determining priority needs for caregiver services; and recommending adjustments to staffing levels accordingly.
  • Participates in the development and coordination of the medical center planning for patient care and is involved as a consultant in decisions where Caregiver Support practice is impacted

  • Hears and resolves staff concerns and complaints. Effects, as needed, disciplinary actions and recommends action in more serious cases.
  • Identifies developmental and training needs of staff members, ensuring appropriate access to necessary training and developmental opportunities. Assigns work to subordinate supervisors/team leaders/program coordinators.
  • Manages and directs the work of others to accomplish program goals and objectives and ability to devise ways to adapt work operations to new and changing programs, staffing and budget requirements.
  • Performs other directly related duties as assigned.

Basic Qualifications: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must:

Citizenship. Be a citizen of the United States.

Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed by a state to independently practice social work at the master's degree level. Licensure for this position is at the Advanced Practice level.

Experience, Education and Licensure. Individuals assigned as Supervisory Social Workers must be licensed at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

In addition, the candidate must demonstrate the professional KSAs below.

1. Ability to independently organize work, set priorities, and meet multiple deadlines.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to ensure provision of clinical social work services by supervised social workers.
4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.
