The primary purpose of this position is: To serve as a Chemical Weapons Subject Matter Expert with the USSOCOM Countering Weapons of Mass Destruction (CWMD) Fusion Cell - National Capital Region.

Responsibilities

  • Serves as a USSOCOM chemical weapons subject matter expert, technical advisor, and consultant to DoD, other government agencies, private sector, academia, and partner nations.
  • Represents the DoD/USSOCOM CWMD Coordinating Authority with a variety of cross-functional Intelligence Community (IC), partner federal agency, foreign government and non-governmental organizations.
  • Leads near-peer analysts in the conduct of daily WMD intelligence analysis, research, and collaborative production.
  • Educates/trains members of the DoD CWMD Fusion Cell and SOCOM Support Cell in technical areas related to chemical weapon threats.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

  • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
  • Work during other than normal duty hours to include shift work, weekends, and holidays may be required.
  • Previous defense or national level chemical weapons threat analysis experience is highly desirable (i.e. Defense Threat Reduction Agency; Department of Homeland Security; National Security Agency etc.).
  • Masters or Doctorate degree in synthetic organic chemistry/pharmacy/chemical engineering is highly desired.


Qualifications

Specialized Experience:
Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in the Intelligence occupation, as would be gained through extended graduate study or experience. Skills/knowledge are used in difficult and complex Intelligence Community (IC) analysis work assignments related to US efforts to counter the use of weapons of mass destruction by hostile nation/near-peer adversaries (i.e. Russia, China). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Countering Weapons of Mass Destruction functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.

2. Knowledge of DoD organizational structures and planning processes to effectively implement policy and develop plans, objectives, tasks, and activities that support Global Campaign Plan and Functional Campaign Plan strategic objectives.

3. Knowledge of chemical weapons development, design, manufacturing, fielding; weapons effects; countermeasures; underlying physical principles; methods of detection and analysis.

4. Knowledge of intelligence methods and principles; intelligence community norms, practices, standards, guidelines and regulations.

5. Ability to collaborate at appropriate levels with organizations both inside and outside SOCOM, DoD and its agencies, the intelligence community, the interagency, Partner Nations, industry, and non-governmental organizations.

6. Ability to communicate convincingly and with professional authority in formal and informal writing, conversation, and through oral presentations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
