As an Administrative Specialist, you will:
  • Manage and prepare responses to a wide variety of internal and external correspondence for the Director's office including drafting responses, assembling background information, reports, and attachments by obtaining information from staff and files.
  • Independently coordinate organizational-wide meetings and conferences to include space and travel requirements, reservations, and other meeting logistics.
  • Assist in developing annual work plans by gathering data, performing studies and analyses reviews, verifies, and analyzes data submitted for consistency with financial and program objectives and adherence to instructions.
  • Coordinate/communicate with Department/agency officials on calendars/schedules and gathers all briefing book material for travel by the Director/Deputy Director.
  • Reviews administrative processes to identify potential problems or ways to improve the efficiency of the Director's Office and relieve the Director of many day-to-day decisions in the office services and administrative areas and assume specific duties with regard to timely handling of all administrative duties in the absence of the Director and Deputy Director.

Qualifications

For the GS-09:

A. Possess a master's or equivalent graduate degree;

-OR-

B. Possess two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

-OR-

C. Possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to the GS-7 level in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized experience is defined as: preparing responses to correspondence for senior management officials, maintaining automated systems, performing general office functions, reporting time and attendance, serving as the Director's office manager, receiving visitors, guests, and employees to the Director's office.

Education

Every OSMRE employee is prohibited from owning any direct or indirect financial interest in a coal mining operation, in accordance with 30 CFR 706 . The financial interest of an OSMRE employee's spouse, minor child or relative living with the employee is imputed to the employee. A new employee owning any interest in coal mining operations will be required to divest themselves of the interest.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the qualifications requirements, your application will be placed in one of three categories: Gold Category (Best Qualified), Silver Category (Well-Qualified), or Bronze Category (Qualified). The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to perform the work of this position:
  • Knowledge of administrative concepts, practices, policies, and procedures in order to independently perform a full range of administrative functions such as: records management, preparing correspondence, and scheduling meetings on a day to day basis.
  • Ability to apply travel policy and procedures to coordinate/prepare travel schedules, arrangement, authorizations, vouchers and justifications for senior managers.
  • Knowledge of budget and financial principles, concepts, laws, regulations, and practices to prepare budget reports, charts, statistics, forms, presentations, analysis and track expenditures within an electronic financial system(s).
  • Ability to communicate effectively orally to present recommendations and issues clearly; greet visitors, maintain calendars, answer and direct phone calls and emails.
  • Skill in developing office and administrative procedures within an organization/office in writing.
