Summary

Joining the Secret Service, Office of Human Resources, Benefits and Payroll Division/Payroll Operations Branch will allow you to serve as an advisor and provide guidance to managers and employees on payroll policies and procedures. This Human Resources Specialist position starts at a salary of $57,510 (GS-09, step 1), with promotion potential to $108,422 (GS-12, step 10).

Responsibilities

The selectee will serve as a Human Resources Specialist in the Office of Human Resources, Benefits and Payroll Division/Payroll Operations Branch. Typical work assignments include:
  • Developing and recommending policies and procedures pertaining to payroll processing requirements associated with HR Connect and the National Finance Center (NFC).
  • Managing, reviewing, and coordinating pay actions; maintaining accountable data; and managing and providing earning statement to all employees. Processing lost earning claims.
  • Answering routine to complex questions on payroll issues maintaining contact with division staff, NFC and Treasury in order to resolve personnel/pay related problems.
  • Preparing various reports, routine correspondence and other relevant material to create documents and transcribe information.

Qualifications

GS-09: You qualify for the GS-09 level (starting salary $57,510) if you possess one year of specialized experience at the GS-07 level performing duties such as: Developing reports using specific language to generate the National Finance Center's focus reports; recognizing personnel/pay related problems; researching, interpreting and providing guidance to personnel on payroll policies and procedures; conducting special projects that require substantial research and analysis of historical records.

OR

Master's or equivalent graduate degree.

or

2 full years of progressively higher level graduate education leading to such a degree.

or

LL.B. or J.D., if related.

or

Combination of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

GS-11: You qualify for the GS-11 level (starting salary $69,581) if you possess one year of specialized experience at the GS-09 level performing duties such as: Developing reports using specific language to generate the National Finance Center's focus reports; resolving personnel/pay related problems; researching, interpreting and advising personnel on payroll policies and procedures; conducting special projects that require substantial research and analysis of historical records.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be rated on the extent and quality of your experience, education and training relevant to the duties of the position.   • Knowledge of pay administration laws, concepts, practices, policies, and procedures sufficient to advise management.
  • Ability to communicate verbally with employees on personnel/pay processing issues at different levels in varied situations.
