You will serve as Deputy Director, Financial Operations (FO) in the Financial Management Office of the Assistant Secretary of the Navy (Financial Management & Comptroller) (ASN (FM&C)) which directly supports the Under Secretary of the Navy (UNSECNAV).

Responsibilities

  • You will provide executive leadership and direction for developing, implementing and monitoring Navy standard accounting business practices to ensure consistent internal policies and procedures are established.
  • You will serve as a primary advisor to the Deputy Assistant Secretary of the Navy (DASN (FO)) and other senior officials on all aspects of DON's finance and accounting operations; you at times may act on behalf of DASN (FO) during any brief absence.
  • You will support development and application of generally accepted accounting standards governing business processes and systems throughout Department of the Navy (DON), in support of progress toward a favorable financial statement audit opinion.
  • You will collaborate with DON commands and Echelon I activities, Defense Finance and Accounting Service, Marine Corps Headquarters, directing required changes for compliance with accounting standards and periodic financial reporting requirements.
  • You will, in conjunction with DASN (FO), help pioneer and develop new and innovative concepts, procedures, and controls to further ASN (Financial Management and Comptroller?s) mission of obtaining a favorable financial statement opinion.
  • You will partner closely with DASN (FO) to chart organizational strategy and response to a rapidly changing DON financial environment, including effects of audit remediation plans and necessary changes to the business control environment.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • May be required to successfully complete a 2-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement or resume. The total narrative for the MTQs must not exceed 2 pages.)

1. Knowledge and application of accounting theories and principles, including Generally Accepted Accounting Principles (GAAP).

2. Knowledge and application of financial management operations, including establishing internal controls over business processes and systems, compilation of financial statements, and financial management transformation.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Successful completion of a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional information

Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.
