Summary

This position will serve as our Records Manager and be responsible for fully creating and implementing a complete Records Management Program from beginning to end, as well as participating in the selection and implementation of an enterprise-wide electronic document and records management solution with imaging capability. We need an experienced and motivated individual for this unique opportunity to be a leader in the transformation towards electronic records management.

Responsibilities

Under the supervision of the Chief Information Officer, the incumbent of this position will perform the following:
1. Serve as expert and primary contact on all matters of the Records Management Program.
2. Formulate and implement policy, plans, actions, systems, procedures, guidelines, training requirements, reporting requirements and other processes necessary for the Program.
3. Lead the transformation and address challenges of moving toward electronic records management.
4. Coordinate and manage the records creation, maintenance, use, and disposition in compliance with applicable laws, regulations and policies.
5. Serve as senior advisor on the implementation of electronic recordkeeping systems, to include participating in capital planning for information systems, evaluating readiness of systems, working with legal counsel on compliance, and collaborating with directorates to ensure records management functionality is built in to system designs.
6. Serve as liaison for Freedom of Information Act (FOIA) and Privacy Act (PA) records.
7. Serve as liaison with the National Archives and Records Administration (NARA).

  • This is a Term position not to exceed two (2) years and may be extended at management's discretion up to a maximum of four (4) years.


Qualifications

Applicants must have at least one (1) year of specialized experience at the GS-12 level, or equivalent, in the Federal service which includes expert knowledge on: 1) planning, administering and/or coordinating major records management activities; 2) directing a long range electronic records project, providing training on the principles and practices of electronic records and information management, and/or serving as a division or agency adviser on the taxonomy and metadata requirements for electronic records; and 3) managing diverse records (such as electronic, paper, photographs, microforms, audiovisual, and electronic media) in the scheduling, offsite storage coordination, and formulation and delivery of records life cycle training.

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Term Position: This is a term position, not to exceed 2 years and may be extended for a maximum of 4 years. Term positions may be filled by appropriate non-competitive candidates as required by Federal regulations.
