Summary

This staff member serves as Chief in the Import and Certification Division of the Office of Vehicle Safety Compliance (OVSC). The Division is responsible for monitoring the importation of motor vehicles and motor vehicle equipment to ensure compliance with Federal motor vehicle safety, bumper, and theft prevention standards.

Responsibilities

As a Division Chief, you will:
  • Interpret, administer, and enforce federal safety statutes and rules governing the importation of regulated goods, including, but not limited to, importation, modification and certification of motor vehicles and motor vehicle equipment.
  • Direct and manage human resources, employ innovative techniques or methodologies to achieve program goals and manage conflict.
  • Communicate, both in writing and orally, to individuals or groups regarding regulatory obligations and compliance.
  • Plan, implement and conduct technical investigations and lead investigative teams to produce successful outcomes through the efficient use of available resources.
  • Manage program planning, Implementation and execution directed toward continuous improvement in meeting enforcement objectives.

The ideal candidate for this position has comprehensive knowledge of the laws and regulations governing the entry, modification and certification of imported motor vehicles and equipment. The incumbent will be responsible for developing, evaluating, and enforcing regulatory policy for importation and certification; managing and developing systems for processing and reviewing importation and certification documents; providing input for new or modified legislation augmenting agency programs; providing oversight on new policies; managing investigations and resolving conflicts with registered importers; preparing briefings, presentations and conferences for top-level officials; supervising a diverse staff of various disciplines and promoting an environment of cooperation and teamwork.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience planning, implementing, and managing programs.
  • Experience administering and enforcing federal safety statutes and rules governing the importation of regulated goods, including, but not limited to, importation, modification and certification of motor vehicles and motor vehicle equipment.
  • Experience planning, implementing and conducting technical investigations and leading investigative teams to produce successful outcomes through the efficient use of available resources.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
