Responsibilities

Serves as a Management Analyst in the Internal Controls Section for Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps (HQMC). Responsible for the administration of internal control audits/evaluations and risk mitigation coordination for MF and Marine Corps Community Services (MCCS).

Plans and conducts internal audits, evaluations and assessments of new, existing and proposed programs to determine compliance with requirements and recommends changes or improvements in methods and procedures to incorporate best practices in risk mitigation. Conducts research to identify current trends and audit findings within internal controls the Department of Defense, Department of Defense Inspector General, Department of the Navy, Naval Audit Service, and Inspector General Marine Corps. Performs evaluation of the functional effectiveness of Marine and Family Inspections practices, operations, productivity and efficiency (on a qualitative or quantitative basis). Collects, compiles and analyzes data to support strategic internal controls initiatives. Tracks key elements and evaluates risk mitigationeffectiveness. Provides technical assistance to evaluate and improve risk mitigation program capabilities and performs other related duties as assigned. Exercises analytical ability, judgement and discretion. Acts as group facilitator for internal controlsworking groups. Tracks compliance with program standards. Reviews and evaluates results for trends.

Oversees the development, review, issuance, and reporting of MF internal controls policies, and review of Marine Corps/DoD/SECNAV internal controls policies that affect MF Division.

Develops and presents high level briefings to leadership, to include SES/general/flag officers. As an Action Officer, attends conferences and meetings, prepares reports, initiates follow-up of required actions, and prepares relevant background material for use by management. Prepares correspondence, briefs, action documents, routing sheets, point papers, and other documents for use by the management group and HQMC Flag Officers. Attends training events and meetings.

Represents Marine and Family Programs Division on various initiatives. Conducts appropriate coordination on taskers, both internally to the Division and externally (within the Marine Corps, Secretariat, OSD, etc.).

Communicates with personnel in a variety of organizational levels. Works with program staff to ensure accuracy and timeliness of responses. Provides senior management with meeting reports, initiates any follow-up action required, and prepares relevant background material for use by management.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Develops long-range plans in conjunction with internal operating directives.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

EVALUATIONS:

Qualifications

Bachelor's Degree (Master's preferred) in a related field appropriate to the work of position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge of and skills to: analyze and evaluate internal controls and risk mitigation programs and procedures to improve organizational effectiveness and efficiency and to determine compliance with established policies and procedures; represent the Marine Corps at internal and external meetings; demonstrated experience with Inspector General of the Marine Corps inspections and/or MF internal inspections or certification programsconducts research to identify current trends and audit findings within internal controls; ability to analyze factual information and recognize significant factors, relationships, and trends, and to write reports on findings.

Operating knowledge of Microsoft Office software suites. Understanding of the DoN Tracker system and processes as well as the Inspector General of the Marine Corps functional area checklist process. Must be detail-oriented, organized and adaptable. Must possess strong communication skills (oral and written) and be able to communicate with all levels of military and civilian personnel. Must be able to work independently in a self-directed manner as well as within a team dynamic. Understanding of a wide range of policies and requirements relative to MCCS programs, Naval Correspondence rules and policy development, and Marine Corps organizational structure is a plus.
