Summary

This position is part of the Office of the Secretary, Office of Facilities and Administrative Service. The incumbent will be responsible for serving as the Senior Environmental Protection Specialist for the Main Interior Building (MIB) in Washington, D.C.

Responsibilities

  • Serves as the senior Environmental Program Management Specialist, with responsibility for advising and recommending on policies, plans, standards, and procedures.
  • Plans and organizes an environmental program. Planning requires conceiving and developing program elements; organizing involves the coordination of related environmental activities through the development of appropriate organizational structures.
  • Leads and controls an environmental program by initiating and interpreting program goals, setting of program priorities, review of the content of internal and external communications, and correction of program deficiencies.
  • Inspects facilities, cites legal violations, makes recommendations, and ensures that hazardous conditions are minimized or eliminated.
  • Evaluates environmental program to ensure goals are being met. Program evaluation is concerned with the collection, analysis, and utilization of data related to program accomplishment to determine areas where improvements are needed.
  • Manages and/or oversees the collection of environmental related data either quarterly, semi-annually, or annually and generates necessary reports for associated Offices and other agencies.
  • Interprets and applies standards issued by other regulatory agencies.
  • Advises senior leadership and facilities management of environmental requirements, standards, and procedures. Prepares or oversees correspondence required to resolve potentially controversial related problems.

Qualifications

Applicants must meet the following specialized experience requirements, education, or a combination of education and experience listed below.

Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.

GS-11 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Specialized experience at the GS-11 for this position includes four or more of the following: experience protecting or improving environmental quality, controlling pollution, remedying environmental damage, or ensuring compliance with various environmental laws and regulations within a facility; experience applying various local, state and federal rules, regulations and laws related to the storage, handling, and disposal requirements of hazardous materials and waste; experience developing and presenting training on environmental related topics; experience managing a facility's EPA Spill Prevention Control and Countermeasure Plan; experience with HAZWOPER, RCRA and DOT HAZMAT packing and shipping program requirements; and experience performing environmental, safety and health compliance inspections that includes evaluations of HazMat, HazWaste, or universal waste storage areas for a facility.

In addition to the specialized experience requirement, applicant must provide proof that they possess one or more of the following certifications.
  • Registered Environmental Manger (REM).
  • Certified Environmental Profession (CEP).
  • Certified Environmental Trainer (CET).
  • Certified Hazardous Materials Manager (CHMM)
  • If you do not provide proof of one of the certifications above, you will be removed from consideration.

    Education or a combination of education and experience may substitute for the specialized experience requirement:
    GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    Telework Suitability :
