Summary

This position is located in the Armed Forces Retirement Home (AFRH)/Director & Staff/Support Staff Admin/Business Center/Washington, DC. AFRH is a Continuing Care Retirement Community. The Financial Analyst works with other Analysts in the Business Center to provide: support to accounting, budget formulation, justification, and analysis; budget execution; and analysis of financial management records and reports.

Responsibilities

As a GS-11 Financial Analyst you will:
  • Perform administrative and analytical duties related to accounts receivable, collections and aging activities. Act as liaison between the Business Center and the AFRH Residents to ensure timely submission of financial information in the database for billing accuracy.
  • Be responsible for the monthly billing of the AFRH Residents in accordance with the contractual agreement set forth by AFRH. Perform monthly financial reporting for the completion of the Accounts Receivable Reconciliation.
  • Perform root cause analysis on Accounts Receivable delinquencies and collections to ensure corrective actions are taken to resolve issues in a sensitive manner along with Resident Services and Management.
  • Compile, analyze, and summarizing financial or budget information related to assigned areas of the agency's financial program. Assist in analyzing historical budgetary data in comparison to projected fiscal year program objectives and goals.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: supporting accounting, budget formulation, justification, and analysis; budget execution; and analysis of financial management records and reports. Examples of specialized experience could include:

Interpreting and analyzing accounting reports in order to brief senior staff.
Ensuring financial accountability and compliance with rules, regulations, laws, and policies.
Analyzing financial resources, date and reporting/accounting systems and developing/recommending solutions to problems.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. If qualifying based on education it must be in one of the following fields -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

You may qualify by a combination of experience and education. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of the education and experience listed above in which the percentage of specialized experience and education totals to 100%. (For example: the completion of 50% requirements for PhD and 6 months of specialized experience equivalent to the GS-09.)

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S Department of Education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
