The Architect of the Capitol (AOC), Office of the Superintendent, Senate Office Buildings is seeking a dynamic Assistant Superintendent to have professional, administrative, management and supervisory oversight of the Client Services Division. The selectee will manage the following Branches: Day Labor and Custodial Sections, Night Labor and Custodial Sections, Inventory Management Branch, Garage Branch, Senate Health and Fitness Facility, and Service Center Branch.

The Senate Office Buildings Client Services Division is responsible for receiving client requests, creating work orders, tracking client concerns, and inspecting the Senate Office Buildings to maintain the highest level of facility care and client satisfaction. Managing the Senate Office Buildings Service Center with a focus on providing world class customer service to include custodial operations, cleaning of historical assets, the management and operation of the Health and Fitness facility, and the care maintenance and management of Garage Faculties are essential responsibilities of the position.

The selectee will lead in standing up the newly consolidated Client Services Division which will include new branches for Labor Custodial Operations, Client Services Operations, and Restaurants/Events Operations.

MAJOR DUTIES: (quoted at GS-15)

Executive Management Resources
  • Provides motivation and leadership for critical building services involving agency programs in the Hart, Dirksen and Russell Senate Office Buildings, impacting the AOC's accomplishment of its primary mission and congressional programs of national significance. Receives frequent or continuing congressional or media attention. Responsible for labor and custodial services, special functions, recycling and sustainability in support of Congress.
  • Provides top management support to the Superintendent and leadership of administrative functions, including interaction with security requirements, Capitol Complex buildings expansion, information technology initiatives and critical reports, such as the Strategic Plan and Performance and Accountability Report as well as Office of Inspector General referrals, business processes and analytics.
  • As designated, exercises leadership of preparation for special events, services and projects for the jurisdiction in support of operational needs related to congressional exhibits, programs and hearings. Sets programmatic goals for assigned staff and develops plans for project execution that minimize the impact on Congress while facilitating timely completion of planned initiatives.
  • Writes, reviews, edits and presents reports to the Superintendent containing recommendations for the establishment or revision of complex operational policies and procedures.
  • Manages the labor, custodial, recycling and supply management positions to achieve and maintain the highest industry standards cleanliness for the jurisdiction, preservation of historical assets and/or functionality of historic facilities.
  • Utilizes professional knowledge architecture, mechanical engineering, electrical engineering, structural engineering or industrial engineering to approve designs and scheduling. Responsible for ensuring compliance with OSHA regulations and trade safety requirements, material management, environment, sustainability, and resource management. Represents the Superintendent in policy and technical matters at high-level conferences and meetings concerning any impact on normal Senate Buildings operations.
  • Ensures that new emerging technologies are considered for implementation, or new requirements are integrated into planned project/product improvements to update/improve the goals.

Leadership Responsibilities
  • Performs administrative and technical supervisory functions for assigned subordinates and project teams as designated. Assigns duties and evaluates performance. Assists in managing the budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances.
  • Provides leadership of a work-force of approximately 250 positions to ensure support for equal employment opportunity (EEO) goals and requirements. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service.

Specialized experience is defined as having experience in the following areas: (1) Providing supervision or leadership and guidance to engineering and facility operations staff; (2) Exercising project control (ex., scheduling, resources, trades) in the execution of construction and renovation programs; (3) Representing an organization on policy and technical matters at high-level conferences and meetings concerning impacts on normal building operations; (4) Developing and executing actions to meet strategic goals; (5) Managing the care, maintenance and operations of various facilities; and (6) Serving as Contracting Officer's Technical Representative (COTR) or equivalent.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.

Specialized experience is defined as having experience in 5 or more of the following areas: (1) Providing supervision or leadership and guidance to engineering and facility operations staff; (2) Exercising project control (ex., scheduling, resources, trades) in the execution of construction and renovation programs; (3) Representing an organization on policy and technical matters at high-level conferences and meetings concerning impacts on normal building operations; (4) Developing and executing actions to meet strategic goals; (5) Managing the care, maintenance and operations of various facilities; and (6) Serving as Contracting Officer's Technical Representative (COTR) or equivalent.

The ideal candidate possesses exemplary client service skills, the ability to resolve conflict and address challenging situations, and has experience developing a culture of customer service excellence. Experience in overseeing execution of budgets and complex contracts and experience in the hospitality industry is highly desirable.

Education

This position requires a Bachelor's Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

OR

A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

All positions GS-14 and higher at the AOC require 4 year degrees.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
