Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $166,500.00. Pay is set based on consideration of the selectee's current salary and other factors.

Responsibilities

The Department of the Interior:
  • *Manages one in every five acres of land in the United States.
  • *Operates more than 800 dams and irrigation facilities.
  • *Oversees water projects that irrigate lands generating 60 percent of our Nation's vegetables.
  • *Manages lands and waters that generate one-third of the Nation's domestic energy supply.
  • *Undertakes research and provides scientific information to advance our knowledge of our surroundings.
  • *Serves American Indians, Alaska Natives, and affiliated island communities.
  • *Works with States to restore abandoned mine land sites and protects communities.
  • *Manages 388 national park units and 542 wildlife refuges.
  • *Employs over 75,000 individuals at approximately 2,400 locations across the United States, Puerto Rico, U.S. territories, and freely associated states who work with thousands of state, local, and public interest groups to help cities and towns address their natural resource needs.

MAJOR DUTIES INCLUDE BUT ARE NOT LIMITED TO:

The Deputy Chief Information Officer for Resource Management's role in leading essential management and administrative functions, i.e., budgeting, finance, procurement and human resources, for the OCIO, and providing leadership to the greater DOI IMT community, enables the CIO to fulfill his/her legal responsibilities and duties.

Serves as a principal participant on the OCIO's Core Leadership Team, which consists of the CIO, Deputy CIO, OClO Division Heads, and Bureau Associate CTO. Ensures consistency of policy direction and management through coordination, communication. and collaboration within the OCIO, the Department, bureaus, among other Federal, state, and local agencies, the information technology business communities, universities, Native American tribes, and other appropriate parties.

Responsible for control of funds systems budget development and execution; management of fiscal assets; procurement; human resources; and real/personal property. Performs wide ranging and substantive policy and managerial actions for the OCIO to achieve Departmental goals and objectives and promote bureau/office coordination, cooperation and collaboration.

Responsible for developing and executing a comprehensive financial/budget program that manages financial planning and execution for all OCIO programs. The incumbent works with senior officials in the Department's Budget Office to develop budget planning and programming documents, ensuring that budget formulation is timely and accurate and in compliance with prescribed instructions. Financial planning includes managing processes for ongoing, new, and emerging programs, which are funded via appropriated funds and/or the direct or central bill in the Department's Working Capital Fund. S/he establishes and implements management controls for tracking and monitoring spending in various financial categories, ensuring adequate and timely collection of revenue and cash for planned operations. Works with the DOI Office of Budget (POB) and the CIO to request and/or reprogram OCIO funds and is the designated management liaison for activities with POB. Presents information as requested for Office of Management and Budget and Congressional budgets.

Responsible for creating a control environment and management culture supporting sound internal control, financial management, and overall conscientious and accountable management. The incumbent is responsible for consolidating processes and standards into the OCIO business management procedures handbook; establishing and overseeing budgeting, accounting, reporting, and other financial policies and procedures for the OCIO's use of the revolving funds; ensuring compliance with budgetary requirements and applicable financial and internal control requirements, including the conduct of management reviews over internal controls and control and resolution of audit findings and resulting corrective actions for OCIO services operating in the revolving funds.

This is a Category 3 position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or below the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
