Responsibilities

You will be responsible for leading a team of Human Resources Specialists, advising management on various recruitment concepts, practices, and regulations, validating accuracy in recruitment and staffing operations, capturing metrics associated with recruitment and staffing activities in addition to applying a depth of Federal Human Resources knowledge to various personnel management matters.

As a Lead HR Specialist (Recruitment and Placement) at the GS-0201-13 level, some of your typical work assignments may include:
  • Review vacancy announcements, assessments, referral lists and personnel actions utilizing automated tools.
  • Research and implement regulations and laws pertaining to staffing functions and Human Resources operations.
  • Provide technical training to team members for the accomplishment of individual and team tasks.
  • Provide advice on work methods, practices and procedures and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the Supervisor or an appropriate management official.
  • Ensure that the organization's strategic plan, mission, vision and values are communicated to the team.
  • Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow.
  • Check on work in progress and review completed work to see that the Supervisor's instructions on work priorities, methods, deadlines, accuracy and quality of work have been met.
  • Provides metrics to leadership on the work of the recruitment/staffing effort.
  • Responds to requests for technical information about Law Enforcement recruitment and staffing from internal and external sources.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Must be able to obtain and maintain a Public Trust background investigation.

Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0201-13 level, if you fulfill the following qualifications:

One year of full-time specialized work experience equivalent to at least the GS-12 grade level in the Federal service performing duties such as: 1) Performing quality control reviews on various HR documents and processes to ensure accuracy, completeness, and compliance with applicable regulations (i.e., Merit Promotion, Delegated Examining, SF-52/SF-50s, qualifications, etc.); 2) Experience applying a wide-range of recruitment/placement concepts, practices, laws, regulations, and policies; 3.) Experience advising/consulting on recruitment, staffing, payroll and compensation issues; and 4.) Experience preparing presentations, reports, and data summaries for senior and executive staff on research findings; and 5) Experience mentoring/training junior level specialists.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
