Summary

The Information Technology Division is responsible for the planning, development and management of the information technology systems and subsystems that support the District of Columbia Courts. The incumbent will serve as the senior specialist and supervisor in managing the Court's network and telecommunication resources, and plays a key role in delivering state-of-the-art network and telecommunication resources to internal and external users.

Responsibilities

Brief description of the major duties:
  • Provide subject matter expertise, advice, and consultancy for network and telecommunication technologies; and is expected to stay current with various technologies, organizational goals, and industry trends
  • Demonstrate a strong understanding of a variety of LAN and WAN protocols in a multi-protocol environment, TCP/IP, MPLS, VOIP, and TDM telephony
  • Demonstrate a strong knowledge of Cisco networking devices (Routers, Switches, Firewalls, ICE, VPN gateways, fabric interconnects), Enterprise WAN technology, Telephony, Voice Over IP, Network Datacenters, Proxy and Firewalls, and IP routing protocols Open Shortest Path First (OSPF) and Border Gateway Protocol (BGP)
  • Identify and manage network and telecommunication architecture and topology, including transmissions protocols, broadcasting, switching, control, and management related to the courts' information systems and data centers
  • Lead the complex IT network and telecommunication troubleshooting activities, including end-to-end systems performance monitoring, which requires in-depth knowledge of all the technology domains
  • Lead discussions in network and telecommunication, infrastructure, and service architecture design and review ensuring solutions adhere to security policies and practices
  • Provide network design, engineering and administrative support of both physical and virtual networking devices
  • Lead all network and telecommunication design/engineering projects, change activities, and root cause analysis activities from the operations perspective
  • Provide IT network and telecommunication leadership on major projects, upgrades, installations through the delivery of crucial initiatives
  • Lead audit participation and response on behalf of the IT network and telecommunication group, including tracking and resolution of issues. Ensure security-related audit commitments and met and maintained. Providing support and assistance during internal and external audits
  • Manage the periodic review process for an existing network and telecommunication policies, standards and procedures
  • Provides direct supervision and work assignments to other mid-level IT Network Engineers, Telecom Specialists, and contractors

    Qualifications

    MINIMUM QUALIFICATIONS: A Bachelor's degree in Management of Information Systems/Technology, Computer Science, or Electrical/Computer Engineering or related field and a minimum of seven (7) years of experience in network technology including two (2) years of VOIP experience. Cisco Certified Network Professional (CCNP) certification is required. Avaya certification is preferred.

    Education

    This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.

    Please note there is a mandatory one year probationary period for all non-judicial new employees.
