Summary

We are seeking an experienced financial/budget person to serve as the deputy financial manger for the office of the Solicitor of the Department of Labor. The person hired will share responsibility for the direction and administration of SOL's financial planning and management systems, including program budgeting, payroll, financial control, contract management, travel authorization, and invoice payment. The deputy will share in supervision of a small budget analyst team.

Responsibilities

The SOL Supervisory Financial Analyst will serve as the alter ego to the SOL Financial Manager. This position is located in the Financial Management Office, Division of Management and Administrative Legal Services (MALS Division), Office of the Solicitor (SOL).The SOL Financial Management Office is responsible for a $150 million budget that supports the labor law enforcement and other legal activities of the Department of Labor in the SOL national office and throughout its 14 regional offices. With the support of a small staff of budget analysts, the SOL Supervisory Financial Analyst assists with planning, directing, administering, and coordinating all SOL financial planning and budgeting activities, working closely with top agency leadership including the Solicitor of Labor and Associate Solicitor for Management and Administrative Legal Services. The incumbent also provides expert advice to managers at all levels within SOL regarding financial planning and budgetary advice and data needed to conduct SOL's programs.

Responsibilities and duties of the SOL's Deputy Financial Manager include:
  • Assisting with budget formulation and execution; financial reporting; strategic management and budget performance integration, including those involved in the development, formulation, and presentation of SOL resource requests and budget justification;
  • Assisting in development of projections, options, and estimates necessary for executive level decision-making, with a particular responsibility for payroll tracking and projection.
  • Assisting in the establishment of internal SOL Financial Management Office operating procedures, assessing internal controls, and providing authoritative input to SOL standard operating procedures governing the development of budget estimates, requests for fund allocations, and financial reporting requirements.
  • Assisting in the development for presentation to SOL managers and leaders of reports on SOL's financial condition, including cost trend analyses and projections, potential solutions and estimates necessary for executive level decision-making.
  • When necessary in the absence of the financial manager, directing the coordination of all substantive contract activity in which requests for contracts are critically reviewed and technical advice and guidance are provided to requesting officials.
  • Supporting the development, analysis, and evaluation of the effectiveness of new or modified policies, regulations, goals and/or objectives as they relate to directing the planning, coordination, and implementation of control of SOL financial resources, budget and performance integration, and the management of SOL contracts.
  • Reviewing and analyzing the work of Budget/Financial Management Analysts in such activities as payroll management, travel management, expenditure monitoring, budgetary position management, accounting invoice payment, contract management, and the government purchase card program.
  • Mentoring, providing training and offering opportunities to subordinate analysts.
  • Leading meetings to assess and prepare recommendations and taking a lead role in implementing creative and necessary changes.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that has equipped the applicant with the necessary knowledge, skills and abilities to perform the functions of this position.

For this position, specialized experience defined as experience that has provided the applicant with the principles, concepts, laws, and regulations applicable to financial management in all phases of the Federal budgeting, financial, strategic management and performance integration process. This experience should be reflected in your resume.
