Responsibilities

  • Chief of Intelligence Operations and Collection. Responsible for planning, organizing, and directing the activities of the JPRA Intelligence Directorate.
  • Advise and represent the Joint Chiefs of Staff (JCS) as a senior subject matter expert on Strategic PR Debriefing and related research, policy development, training, assessment and personnel recovery
  • Lead a team of four Intelligence Analysts to independently conduct research that contributes to intelligence assessments and reports in support of Combatant Command, DoD, and Interagency intelligence requirements and goals.

  • Incumbent must obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) A non-disclosure agreement must be signed.

Qualifications

SPECIALIZED EXPERIENCE:

Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: knowledge of DoD, Personnel Recovery organizations, policies, legislation, and directives to plan and develop relationships and guidance for the application of complex procedures and techniques to diverse situations and varying degrees of management control; and knowledge of DoD PR programs and relevant policies/instructions/guidance in Code of Conduct, SERE/ rescue and recovery, Special Operations Forces personnel, capabilities, procedures, and Non-Conventional Assisted Recovery (NAR). Knowledge and experience in the Intelligence field and the application of Personnel Recovery reintegration and debriefing; ability to instruct debriefing skills. Expert knowledge of Intelligence Operations, Research, Collection and product development; knowledge of intelligence community components, roles, missions and processes; able to efficiently and concisely gather ambiguous data and research into a clear analysis and product for dissemination at Senior DoD levels. Extensive knowledge of the entire JPRA intelligence program and the relationship to National Intelligence objectives and PR operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DoD, Personnel Recovery organizations, policies, legislation, and directives to plan and develop relationships and guidance for the application of complex procedures and techniques to diverse situations and varying degrees of management control; and knowledge of DoD PR programs and relevant policies/instructions/guidance in Code of Conduct, SERE/ rescue and recovery, Special Operations Forces personnel, capabilities, procedures, and Non-Conventional Assisted Recovery (NAR).

2. Knowledge and experience in the Intelligence field and the application of Personnel Recovery reintegration and debriefing; ability to instruct debriefing skills. Expert knowledge of Intelligence Operations, Research, Collection and product development; knowledge of intelligence community components, roles, missions and processes; able to efficiently and concisely gather ambiguous data and research into a clear analysis and product for dissemination at Senior DoD levels. Extensive knowledge of the entire JPRA intelligence program and the relationship to National Intelligence objectives and PR operations.

3. Knowledge and understanding of pertinent international agreements, guidelines for the release of information or equipment; DOD instructions governing Foreign policy agreements and foreign disclosure; awareness of cultural factors associated with all other Services, agencies and nations represented in PR capability development initiatives, programs, and projects; and safety/security regulations, practices, and procedures for ensuring the safeguarding of classified information.

4. Knowledge of DoD and multinational partners' Personnel Recovery programs in support of PR Intelligence objectives. Knowledge of Joint Planning and Operations; PR mission, doctrine, operations, tactic, techniques, procedures and regulatory publications; and the interplay of geographical, political, military, economic and industrial forces in a wide variety of regions of the world.

5. Skill in English and technical/scientific writing required to convey complex and programmatic issues to high level/senior military, government, and civilian officials; and prepare and present briefings, lead project teams, chair meetings, prepare reports, author policy and procedures, and develop comprehensive project management plans.

6. Ability to apply facts and estimates derived from numerous sources to a variety of problems having complex and ambiguous technical aspects; and understanding of all aspects of the DoD, defense agencies, interagency, multi- national and coalition roles, responsibilities and inter-relationships with respect to personnel recovery.

7. Ability to facilitate the development of Reintegration and post-isolation support program development for the DoD, interagency and multinational partners; and awareness of relevant, personnel recovery related research, intelligence products and SERE doctrine to prepare concise written reports, present innovative, imaginative and cohesive briefings, and other related duties as assigned.
