Summary

This position is located in the Strategic Human Capital Planning Branch (SHCP) of the Division of Human Resource Management (D/HRM), Office of Information and Resource Management (OIRM). National Science Foundation (NSF). The SHCP branch is responsible for human capital program and policy development, strategic workforce planning, workforce reporting and analytics, human capital accountability, employee engagement, and human resources information technology for NSF.

Responsibilities

As the Management Analyst (Workforce Planning), the incumbent will serve as a technical authority and advisor within the SHCP Branch and assist with the planning, development, organization and implementation of activities related to workforce planning, business process reengineering and change management, and other work that supports the goals and objectives of the Branch and the mission of NSF. Duties will include:
  • Conducts full-lifecycle strategic workforce planning, staffing planning, and a range of human capital management and organizational studies and assessments.
  • Participates in the development and refinement of strategic workforce planning and staffing planning toolkits and the implementation and socialization of end-user adoption of the toolkits.
  • Prepares for, participates in and co-facilitates meetings, focus groups and working sessions for workforce planning, staffing planning, organizational effectiveness initiatives and change management efforts.
  • Collaborates with team members and senior staff in employing change management processes, concepts and techniques surrounding strategic workforce planning, staffing planning, organizational assessments and succession planning.
  • Develops strategic goals for change (e.g., conducting needs assessments, determining organizational readiness for change, marketing organizational awareness, leading change initiatives) and initiating changes for management's approval as they relate to NSF's human capital management goals.
  • Supports the development and implementation of human capital changes and improvements, organizational realignments and restructuring to optimize organizational efficiencies and effectiveness.
  • Researches and investigates new or improved business and management practices, processes and policies and supports the development of criteria to evaluate the effectiveness of structures, functions and NSF-wide programs.
  • Drafts new or modified policies, regulations and plans affecting human capital management focus areas, such as workforce planning, staffing planning, workforce analytics and organizational effectiveness.
  • Gathers, transforms and analyzes quantitative and qualitative data from disparate data sources and utilizes the data for a variety of purposes, to include, but not limited to: Inform evidence-based decision-making; support management studies; inform programmatic recommendations; address operational challenges; evaluate programs and issues of effectiveness and efficiencies; and, productivity of human capital programs pertaining to organization work operations, job structures, realignments, and resource utilizations throughout NSF organizations.
  • Analyzes existing, new or proposed legislation or regulations to determine projected impact on NSF program operations and resources and develops recommendations for implementation of organizational, management operations and systematic changes to improve efficiencies and effectiveness.

Qualifications

To qualify at the GS-12 level, you must have one year of specialized experience at the GS-11 level in the Federal Service or equivalent. Specialized experience for this position is recommending changes to existing strategic human capital plans, goals, objectives with performance measures, critical success factors, and outcome metrics that align with organizational strategic plans; using qualitative and quantitative analytical methods, statistical analysis, fact finding and critical thinking skills throughout the workforce development process; utilizing spreadsheet software such as Microsoft Excel to manipulate data to support decision making; and preparing written responses to a variety of complex, controversial and/or sensitive issues.

To qualify at the GS-13 level, you must have one year of specialized experience at the GS-12 level in the Federal Service or equivalent. Specialized experience for this position is developing detailed strategic human capital plans, goals, objectives with performance measures, critical success factors, and outcome metrics that align with organizational strategic plans; enhance qualitative and quantitative analytical methods, statistical analysis, fact finding and critical thinking skills throughout the workforce development process; utilizing spreadsheet software such as Microsoft Excel to develop trends and models for current workforce and predictive forecasting; preparing executive-level responses to provide recommendations to improve organizational effectiveness.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
