Job Announcement

Primarily responsible for management of Fairfax County's Fund 30040 (Contributed Roadway Improvement) developer contributions/proffers for transportation; and Fund 40190 (Reston Service District), tax revenues for transportation projects in Reston. Develops funding plans for transportation projects, performs analysis and associated budgeting activities, and oversees the implementation of transportation projects in area specific funding plans. Performs transportation agency liaison duties. Creates, maintains, and monitors deposits, reserves, and cash flows for transportation projects. Assists in the development of funding strategies for transportation projects/programs. Assists in developing applications for transportation funding. Analyzes transportation policy issues and provides recommendations. Assists in the development and implementation of business processes management of service district funds/activities. Site visits required for inspections.

Position may be underfilled as a Transportation Planner I; the Underfill Requirements are stated below in the Employment Standards section.

Illustrative Duties

Depending on the functional area of assignment, performs the following tasks:
  • Performs traffic demand management studies, analyses and program implementation;
  • Evaluates the transportation impacts of development applications, including post-approval activities such as proffer tracking and enforcement;
  • Reviews and evaluates studies of roadway intersections and roadway segments to determine deficiencies and solutions;
  • Reviews design plans for multi-modal capital projects;
  • Develops recommendations based on analyses, forecasts and surveys;
  • Prepares correspondence and reports summarizing process and findings of transportation analyses;
  • Attends citizens' meetings and hearings to present and discuss findings and plans.


Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs:
  • Working knowledge of the principles and methods of transportation/transit planning and analysis;
  • Ability to conduct transportation/transit studies;
  • Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment;
  • Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to establish and maintain effective working relationships with county and government officials and the general public.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This vacancy will be underfilled at the level of Transportation Planner I (Grade S21, $51,805 - $86,341). The employment standards for the Transportation Planner I are: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Transportation Planner II.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Preferred applicants should demonstrate strong analytical, written, and verbal skills with experience in giving presentations or explaining complex information to officials or senior staff. Preferred applicants should have two years of experience related to transportation, transportation funding for roadway, transit, and multi modal projects, and transportation funding oversight. Preferred applicants also should have one to two years of experience in three or more of the following areas:
  1. Experience in monitoring and developing capital improvement programs;
  2. Experience pursuing grants and developing funding strategies;
  3. Experience with local and state governments, boards, commissions, authorities and transportation agencies;
  4. Experience analyzing transportation and policy issues at the state or federal level;
  5. Experience identifying work flow issues and developing solutions;
  6. Experience managing transportation proffers;
  7. Experience establishing and maintaining effective working relationships with government officials and the general public.
PHYSICAL REQUIREMENTS:
Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying of items under 5 pounds in weight. All duties performed with or without reasonable accommodations.
