Job Announcement

This position is assigned to the Watershed Planning and Evaluation Branch within the Stormwater Planning Division.

Reviews and validates data used to compute water quality benefits for stormwater projects implemented to meet the requirements for water quality load reductions in the Chesapeake Bay Total Maximum Daily Load (TMDL), local TMDLs, and the county's Municipal Separate Storm Sewer (MS-4) permit. Participates in programmatic evaluation of the framework used to track, compute, store, and analyze the water quality benefits of projects to realize overall efficiencies. Participate in activities related the county's flood response program. Maintains the county's master Flood Response Plan document. Assist in the development and maintenance of emergency action plans for the county's state regulated dams and flood-prone areas. Supports training activities related to emergency flood response.

Other work assignments may include:
  • Review of assigned stormwater capital improvement project plans to ensure compliance with all applicable federal, state, and county requirements.
  • Complete assigned tasks to support the county's participation in the Federal Emergency Management Agency (FEMA) National Flood Insurance and Community Rating System programs.
  • Participation in the consultant selection process, negotiation of task orders in areas of work responsibility, and administration of task orders in accordance with DPWES contracting requirements.
  • Promote safety awareness.
Note: Is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS:
Proficiency in the use of relational databases and tools for data analysis and presentation. A good working knowledge of Geographic Information Systems (GIS). Technical understanding of Best Management Practices (BMPs) utilized to control stormwater pollutants. Experience in the review of stormwater improvement project plans and floodplain studies. Possession of Virginia Department of Environmental Quality's Stormwater Plan Reviewer and Erosion and Sediment Control Plan Reviewer certifications. Understanding of the stormwater requirements as generally set forth under the Clean Water Act, Virginia Stormwater regulations, the county's Stormwater Ordinance and the Chesapeake Bay Preservation Act.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.

PHYSICAL REQUIREMENTS:
