Responsibilities

As a SECURITY SPECIALIST you will be responsible for the following duties:
  • Serves as a Program Security Officer (PSO) within the National Reconnaissance Office (NRO) Office of Security & Counterintelligence (OS&CI).
  • Provides security support services to the senior leadership team within the NRO D&O, to include a mixture of senior leaders, i.e., Directors of Directorate or Office, Senior Executive services (SES) managers, Senior Intelligence Services (SIS) managers, GS/GG-15 managers, and senior Military officers.
  • Implements and ensures compliance with Intelligence Community (IC) policies and directives instrumental in classifying and protecting classified systems, national defense, and other sensitive information originated or controlled by NRO government and contract facilities, and associated personnel.
  • Coordinates the submission of candidates for access to Sensitive Compartmented Information -SCI.
  • Works with Personnel Security Division on adverse information reporting and attends Adjudication Boards as the Program Security Representative.
  • Performs Industrial Contract Management activities, which includes but are not limited to classification contract strategic planning involving the Program Manager Contracting Officers Technical Representative (PM/COTR), initial contract review, generation of security documentation (DD254s/CDCWs/Security CDRLs), contract source selection activity, and award fee security support.
  • Performs Industrial Facility Management activities with Contractor PSOs, which include but are not limited to annual site visits and site assessments.
  • Reviews and coordinates requests for co-utilization of SCIFs and Joint-utilization of IT systems.
  • Oversees Physical and Automated Information Systems Security activity.
  • Designs and directs comprehensive evaluations where boundaries are extremely broad and complex.
  • Acts as overall Security Lead for facility security assessments of contractor facilities to determine their ability to manage and secure classified sensitive information, including information generated or stored in Automated Information Systems (AISs), and for the accreditation of automated information systems and sites where SCI is processed electronically.
  • Assists contractor personnel in the development of security procedures.
  • Reviews CONOPS, SOPs/SSPs and OPSEC plans, develops Classification Guides and Program Protection Plans and ensures that the documents accurately reflect all classifications, document markings, and classified material safeguards.
  • Keeps Senior Security Leadership and Program Management apprised of any security issues that may affect mission success

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Knowledge of the concepts, policies, and procedures of Intelligence Community Directives 503, 704, 705, National Industrial Security Program (NISPOM), NISPOM Supplement and Executive Orders 13587, 12823, 12968, 13526.
  • Defines security problems, vulnerabilities and threats including analyzing alternatives, recommending solutions and providing technical advice.
  • Provides security guidance during the acquisition process for developing and reviewing DD254's and Security CDRL's
  • Participates in contract source selections and security contributions on contract award fee boards.
  • Provides classification guidance, document markings, and safeguarding requirements for classified materials.
  • Demonstrated skill in industrial security programs and security policy
