Summary

This position is located on the George Washington/Jefferson National Forest in either Marion, VA or Norton VA.

This incumbent serves as a Civil Engineering Technician on a Forest Service unit.

Responsibilities

  • Duties listed below are at the full performance level of the position (GS-09).
  • Develops and recommends modification of design details to facilitate the project.
  • Conducts engineering project survey notes, data and specifications, makes designs and layouts of roads, trails, bridges, drainage structures, and other systems of moderate complexity.
  • Prepares engineering data reports and recommends priorities, which are used in the formulation of cost estimates and bills of materials.
  • Ascertains that all information needed for a project is provided in accordance with appropriate design and drafting standards.
  • Duties listed below are at the full performance level of the position (GS-10).
  • Provide technical engineering expertise to manage the road and bridge system including transportation operations, deferred maintenance improvements, maintenance, Forest Service and County road agreements, contracts, and partnerships.
  • Supports senior engineer in developing the annual road operation and maintenance plans and budget.
  • Assist in performing technical engineering work on bridges, pavements, drainage structures.
  • Prepares conventional designs and specifications for various engineering projects or systems
  • Develops new or improved techniques and solutions based on existing engineering standards and precedents

Qualifications

Specialized Experience Requirement:

For the GS 9 level:
You must have one year specialized experience equivalent to the GS 8 level in the Federal service. Examples of specialized experience include: Attended pre-bid and bid opening conferences to discuss principal construction features and requirements, in terms of methods and equipment; conducting detailed site surveys, such as plotting of profiles and cross sections, setting stakes to mark pertinent features, and/or investigating foundation and barrow pits; informing contractor of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, and/or payroll records; and participating in preparation of plans, specifications and cost
estimates for modifications to small engineering systems and/or timber sale road packages.

For the GS 10 level: You must have one year specialized experience equivalent to the GS 9 level in the Federal service. Examples of specialized experience include: Conducts a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs; makes field surveys and collects field data required for engineering plans for design and construction on Forest administrative sites; makes recommendations for solutions to routine construction project problems that can be resolved by calculations typical to civil engineering projects; engages in factual, technical information exchanges with coworkers who are performing related work; does conditions surveys and records data to maintain and update databases; prepares engineering data reports and recommends priorities, which are used in the formulation of cost estimates and bills of materials.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
