Responsibilities

In this position you will serve as Deputy Director of CETD and direct intelligence research specialist teams who are engaged in providing intelligence and analysis along with operational support and program management in service of the CBP intelligence enterprise. This position starts at a salary of $117,191.00 (GS-14, Step 1) to $152,352.00 (GS-14, Step 10) with promotion potential to $152,352.00 (GS-14 Step 10).

Major Duties Include:
  • Managing a subordinate supervisory staff who are directly engaged in providing fast-paced situational awareness on border security intelligence matters to include performing intelligence watch and warning functions.
  • Directing and planning work to be accomplished by subordinate branches based on expertise in leadership, management, and the intelligence cycle, including all-source intelligence reporting on current and emerging threats.
  • Overseeing a Watch and Warning functions, including developing and executing protocols for senior leadership notifications, producing written current and emerging threat warning products, responding to short-notice intelligence requirements and requests, and serving as the after-hours intelligence arm of the office.
  • Utilizing all-source intelligence products and expert oral and written communications skills to produce and deliver a Daily Intelligence Briefing for the CBP Commissioner and senior leadership that is tailored to CBP priority intelligence requirements and responsive to senior executive queries and interests.
  • Networking with the Intelligence Community(IC), other federal agencies, and the Department of Homeland Security to ensure current intelligence linkages throughout CBP.

Drug Testing: This job has been identified as "testing designated" under the Drug-Free Workplace Program. You must satisfactorily complete a drug test prior to being hired. The agency will schedule, provide and pay for the drug test. Once onboard, you will be subject to random drug testing.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Ensuring that supervisory subordinates understand and comply with constitutional, legal, departmental and agency policies and regulations as they oversee intelligence staff program execution;
  • Identifying intelligence requirements in support of the CBP priorities, and designing and executing intelligence functions as appropriate for the intelligence customer;
  • Reviewing organizational structure and functional responsibility for subordinate organizational elements, and recommending changes to senior executives; and
  • Maintaining and enhancing existing relationships with entities outside of CBP, especially components of and elements of the IC through active participation and outreach.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/31/2019.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete asupervisory training course within 12 months of assignment.Financial Disclosure is required.

Supervisory Training: All newly appointed second level Supervisors (Managers) are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLCP four (4) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
