Responsibilities

The following are the duties of this position at the GS-12 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Perform in-depth reviews of the management systems in operation or being developed to ensure their practicability and efficiency relative to the overall goals and objectives of the Branch, Division, and the Office of Finance and Budget.
  • Assist the Branch Chief in developing the scope of work and work plans necessary to define and solve operational problems in such areas as information management and control systems and work methods and procedures.\
  • Provide assistance to lower-graded employees of the Division or serves as a project leader in developing requirements for financial systems by having responsibility for interaction between other Division managers, Office of Finance and Budget staff, and Housing. Assist the Branch Chief with the contract procurement process for the Branch's financial management systems.
  • Provide customer service by replying to FHA Approved Mortgagees submitted via phone or email, resolving routine issues and inquiries; responds timely and accurately to routine customer servicer inquiries and communicates FHA policy accurately to FHA Approved Mortgagees.
  • Participate in management analyses, reports, special studies and evaluations related to the functions and activities required for financial procedures and systems management; prepare oral and written reports and presentations, prepare graphs and charts that present the analyses, evaluations and studies performed regarding FHA premiums, Branch processes and procedures, and system processes and procedures.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA) , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The DAS for Finance and Budget is responsible for the integrity of all Housing-FHA accounting records, the preparation of timely and accurate financial and management reports on all FHA activities.

The Single Family Insurance Operations Branch is responsible for numerous duties related to the annual collection of billions of dollars of mortgage insurance premiums for Single Family Federal Housing Administration (FHA) insured loans including providing customer counseling to lenders on billing, payment, and reconciliation issues.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

- Applying financial management principles in order to analyze and evaluate financial data; AND
- Providing financial-related customer service to external clients; AND
- Conducting studies to evaluate programs and systems and make recommendations for improvement

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; or an LL.M., if related.

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

- Participating in the preparation of financial reports for review by management; AND
- Assisting in identifying issues and recommending solutions related to financial systems management

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
