Responsibilities

  • As a participant in the Pathways Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position.
  • Those duties will include:
  • Performs a variety of complex duties/projects with senior analysis and contract staff experts related to DoD automated information systems, programs, and projects.
  • Conducts cost analyzes and/or estimates on data collected using approved techniques from various sources provided by the DISA Directorates, Program Executive Offices, or Program Management Offices.
  • Determine, baseline life cycle costs for automated information systems, programs, and projects; and compiles these data to calculate future life-cycle costs using reports of cost data findings in formats prescribed by the customer.
  • Performs cost estimations and/or analysis using approved processes and tools to determine Program Office Estimates, Life Cycle Cost Estimates, Independent Government Cost Estimates, Total Ownership Costs, and/or Economic Analysis.
  • Develops cost estimate sources, methods, controls, and projections using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships.

Qualifications

Basic Requirement:

This position has a positive education requirement. Applicants must meet the basic educations requirements in order to be found minimally qualified for the position.

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Specialized Experience:

For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required.

Specialized experience is defined as experience assisting with conducting cost analyzes and/or estimates on data collected using modeling or parametric analysis or cost estimating relationships.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

Substitution of education for the specialized experience requirement at the GS-09 grade level: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree directly related to the position being filled, may be substituted to meet the experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university. Official transcripts will be requested at a later date.

Meet the qualification standards for the position to which the Recent Graduate will be converted. 4.) Meet any agency-specific requirements specified in the Participant's Agreement. 5.) Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.

How You Will Be Evaluated:
Your application will be evaluated and rated under the Category Rating and Selection Procedures. We will review your resume and supporting documentation and compare this information to your responses on the occupational questionnaire to determine if you meet the minimum qualifications for this job. Eligible candidates will then be placed for selection consideration into 3 categories as described below:
1. Qualified Category. Meets the minimum qualifications and demonstrates minimum experience and/or training only based on responses to occupational questionnaire.

2. Highly Qualified Category. Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to occupational questionnaire.

3. Best Qualified Category. Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.

Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
