The primary purpose of this position is to serve as information technology (IT) specialist; consultant to management and information security expert in support of installation IT policy and plans.

Responsibilities

  • Performs studies and establishes plans of action, that include directing life-cycle systems management program support, and systems engineering and configuration management support.
  • Assesses policy needs and develops policy and procedures governing IT activities and ensuring protection of information over ACC networks.
  • Provides expert technical advice on the full range of advanced technology for the planning, programming, procurement, implementation, development, and fielding of new or modernized systems.
  • Functions as a technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.
  • Represents the organization at conferences and meetings and presents briefings. Develops reports, studies, and analyses; provides written responses and recommendations to Branch Chief.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Qualification Standard for Group Coverage Qualifications Standards for Information Technology Management (Alt A) Positions; IT Management Series for GS-2210. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Working with policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans. Working with acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities.

AND IT-RELATED EXPERIENCE: Which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of IT principles, concepts, and methods. Skill in program and project management.
  • Knowledge of the organization's policy and planning formulation process along wlth its missions and objectives to prepare IT polices and plans. Skills in oral and written comunmications to formulate command positions and prepare written reports, instructions, policy, or present briefings.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recormnendations in support of IT requirements.
  • Knowledge of system architecture, integration techniques, ond testing methods. Ability to maintain an up-too-date awareness of technological advances and predict how management can meet future requirements.
  • Knowledge of IT systems security risks, and certification and accreditation processes.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to rendor informational judgements.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
