Job Announcement

Conducts inspections and investigations for the county's Stormwater Management program in compliance with pertinent federal, state, and county requirements. Inspects industrial and commercial facilities, which includes the evaluation of stormwater best management practices (BMPs). Investigates incidents of illicit discharges and improper disposal to the county storm drainage system and/or state waters in Fairfax County. Conducts technical water quality sampling and analysis. Interprets site and building plans, topographic maps, and construction drawings as needed to support investigations. Enforces the Stormwater Management Ordinance as it relates to stormwater pollution prevention. Works with property owners/operators to expeditiously resolve deficiencies and violations. Prepares corrective actions guidance and notices of violation per enforcement procedures. May serve as a witness or technical expert during legal proceedings as required. Routinely communicates with members of the public, business entities, and institutions to receive and respond to complaints and to deliver educational messages. Adheres to established safety procedures. Participates in emergency response.

Is under the supervision of the Stormwater Pollution Inspections Section Chief.

Employment Standards

Any combination of education, experience, and training equivalent to graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

Knowledge of stormwater drainage infrastructure and stormwater management facilities. Knowledge of the pertinent federal, state, and county stormwater regulations, including applicable Municipal Separate Stormwater Sewer System (MS4) permit requirements. Working knowledge of inspection methods applied in industrial and environmental assessments. Knowledge and experience in conducting physical, chemical, biological and bacteria monitoring and safety procedures for handling and testing substances. Experience in interpreting and summarizing legal descriptions, engineering plans, maps, field data, and analytical data. Ability to prepare clear and concise technical reports. Experience using database and statistical analysis programs and geographic information system (GIS) software. Ability to effectively communicate technical information both verbally and in writing to fellow employees and the public.

Ability to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands. Ability to lift 40 lbs. Ability to operate a motor vehicle. Ability to operate computers, mobile devices (e.g., phones and tablets), water quality field test kits, and instruments as well as office peripheral equipment such as printers, plotters, scanners, etc. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection safety footwear, safety vest, gloves, waders, etc.

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis. The appointee of this position will be required to complete a criminal background check and driving record check, to the satisfaction of the employer.

A valid driver's license is required.

Panel interview may include written exercise.
